    Why Such Cruelty ?

    Did any of you catch the horrible photograph of the German Shepard on the front page of the Malay Mail today ? It's hard to be believe such cruelty exists, especially in our neighbourhood.

    RM100 fine for dog abuse

    SHAH ALAM: An engineer admitted to grossly neglecting his German Shepherd and letting it suffer unduly, and was slapped with a RM100 fine.

    Douglas Lien San Chong, 46, was charged with allowing his dog's health to deteriorate and its body to be infested with ticks and not providing it with medical care.

    Veterinarians tried saving the dog but decided to put it to sleep to end its misery.

    Lien said in mitigation that he had been “too busy with his personal matters and house moving” to look after the canine.

    “The tick infestation was a small problem and there was enough food and water for the dog, which was already old and sickly anyway,” Lien, who was unrepresented, told the court.

    He was charged in a magistrate's court here yesterday with committing the offence on Aug 18 at No 38, USJ 17/3B.


    VICTIM OF ABUSE: This was how Veterinary Services Department officers found Sheena on Aug 18 at its owner’s house in Subang Jaya.
    Magistrate Hafizah Abdul Rajak fined him RM100.

    Lien was charged under Section 44(1)(d) of the Animal Ordinance 1953, which provides for a fine of up to RM200 and a jail term of up to six months.

    On Aug 18, Kuala Lumpur Veterinary Services Department officers seized the dog, Sheena, which was suffering from malnutrition and severe tick fever.

    The Society for Prevention of Cruelty to Animals plans to file an appeal at the High Court today, seeking the maximum penalty.

    Its animal inspector Sabrina Yeap said a fine of RM100 would not serve to deter anyone from abusing animals.

    The post-mortem, she added, showed that the dog had an empty stomach, shrunken kidneys, a brittle ribcage, indicating inadequate nutrition over the years, and haemorrhage in its lungs, a sign of pneumonia.

    Moreover, its nails were long and curved into its paws, causing pain when it tried to walk.

    Department enforcement unit head Zainuddin Isma Yatim said this was one of the worst cases of animal abuse he had ever seen.

    “How could anyone cause an animal to suffer so much,” he said.

    In December, a 39-year-old businesswoman was jailed three days and fined RM200 for abusing her pet dog.

    From the Malay Mail and I quote, " Later after proceedings, Selangor SPCA animal inspector Sabrina Yeap, told reporters that when Sheena was found, she was seated in front of her rusty bowl, filled with dirty water. She had ticks all over her body, and the condition was filthy. Her faeces were all over the compound. Lien neglected giving adequate care to Sheena, causing her health to deteriorate, leaving her infected with fleas. Based on the post mortem report, Sheena suffered from infection caused by ticks, brittle bones due to malnutrition from young and malfunction of all major organs causing water retention which resulted in a bloated abdomen, empty bladder and stomach. In a nutshell, the dog starved to death."

    I felt like going to No 38, USJ 17/3B. and whack that guy with a big stick. How can he just be fined only RM 100.00. The magistrate ought to put him in jail for one month. Shame on him. If I meet him in Sri Melor, I will spit on him.

    SPCA Calls for Harsher Penalties for Animal Abuse

    Following the recent two cases brought to Court by Jabatan Haiwan Enforcement Officers (DVS), SPCA is appealing to the Courts and the Law makers and decision makers to take into account the seriousness of these cases and the inadequate penalties at present are being issued.

    The first case, a Breeder in Cheras was fined RM200 for cruelty to 13 dogs, the charge was expected to be for each individual dog (i.e. 13 X RM200) and the lack of a ban of keeping animals after prosecution for cruelty means that each dog was returned to the owner to continue a life of suffering and production.

    The second case, a Daschund named Tim, was chained so tightly round his neck that the chain had become embedded into the skin and a six inch wound exposed a bloody mess around his neck. The owner in this case was fined RM200 and had to spend one day in jail. The dog is to be returned to the owner. Tim is still recovering from his injury and several operations to remove the chain from his neck.

    According to the Law in Malaysia the maximum fine for cruelty to animals is RM200 and/or 6 months imprisonment. SPCA is appealing both cases at present and will aim to have the 13 dogs and Tim surrendered to SPCA’s animal home in Ampang Jaya.

    SPCA is appealing that the Animal Ordinance 1953 is amended to first of all increase the fine to a realistic fee (after all a pedigree puppy costs about RM1000 – 2000 today) and imposes a BAN on KEEPING ANIMALS following prosecution for CRUELTY.

    Add your name and voice to a petition appealing for amendments to the law protecting animals in Malaysia which will be handed over to the authorities at World Animal Day in October.

    Animal lovers all over Malaysia petition for a pro-active government stance on the prevention of cruelty to animals by passing effective and deterrant legislation:

    1. Increasing the cruelty fine from RM200 (since 1953) significantly higher to around RM 10,000.00 and increase jail time.

    2. A life time ban on animal ownership for those charged with cruelty to animals --- animals therefore cannot be returned to the owners.

    3. To urge the public to be responsible pet owners - spay/neuter their pets, adequate food, space, exercise, love and mediacal attention and to be considerate neighbours.

    I would like to grind this Douglas SOB Lien into minced meat. Use my cross bow aim it directly between his legs and shoot. Use my surgical tools to slit his groins apart. I'm so mad now I can't breathe.
