    Petition 2 punish animal cruelty by SPCA

    Dear Animal Lovers and Advocates,

    As you may be aware, the SPCA started a petition to the prime minster to raise the cruelty fine from RM200 to a significantly higher fine of around RM10,000.00. The petition, which included the signatures of supporters, was supposed to be handed to the prime minister in October 2004. However, this has not happened, as we only managed to raise 20,000 signatures. Due to the insufficient number of signatures collected during the first phase of this petition, the SPCA is entering a second phase in hope to collect at least 100,000 signatures locally and internationally.

    Therefore, we are now entering a phase II stage of the petition whereby we would like you to join our effort for this cause. Please download the petition forms. Kindly photocopy it and distribute it for signatures to be collected. The more names we have, the better. or just visit SPCA web site at www.spca.org.my .

    Please ensure that those who have already signed the form during the first phase of the petition do not sign the petition again.

    All forms should be signed, signatures counted and returned to the SPCA by September 2006.

    We need your every support as we try our best to stop these cruel acts and t punish those who do injustice to these helpless animals. Let us work together to bring justice to these voiceless animals.

    And thank you Adriene for your post. I'll be doin' my part. Just wanna say #@&*^@# to those ill-hearted ppl who abuse their pets (dogs mostly)...

    These beloved animals, react according to their circumstances and would normally not create trouble to the owner. If you think you have to punish, kick or beat your dog for misbehaving, give yourself a slap on the head first!
    Some ppl are just so wicked or plain idiotic; buy a puppy for their children to 'play' with and abandon it when it's grown up. I've come to know of someone like that; the dog was later adopted when we threatened to report.

    Come on kind folks, let's give our support by just signing the petition. Thank u!

    I've come accross this when I went to the website 3 weeks ago and signed the petition. I did e-mail it to my friends and colleagues too. I hope more people would come forward to sign the petition before the deadline...

    One of the many cruel treatments by animals to their dogs...(extracted fr SPCA)

    ....a Daschund named Tim, was chained so tightly round his neck that the chain had become embedded into the skin and a six inch wound exposed a bloody mess around his neck. The owner in this case was fined RM200 and had to spend one day in jail. The dog is to be returned to the owner. Tim is still recovering from his injury and several operations to remove the chain from his neck...

    i am so upset with cruelty like that. i don't understand how anyone can wilfully do such a thing.

    Thanks for informing. Posted SPCA's petition info & link at USJ3ABCD's webgroup too. Hopefully, more people will support this petition to help spare innocent animals from being mistreated.

    Hi,
    I need to get my printer working first before I get to sign it tho....

    One day at work, an indian guy brought a beautiful pale cream labrador tied with a very short chain leash and asked whose dog was it. Apparently, it was tied to a tree and left there with no shelter, food or water. It was a hot day and the guy that brought the dog to us saw it and waited to see if anyone collected the dog. After about 5 hours, the dog was still tied to the tree so he felt that he should take the dog. He put up posters of the dog but no one claimed her. She is now happily living with a good family that loves her.

    I wish I could take her, but I already have a labrador.

    Only RM100 fine??!!

    I'm sure all of you saw today's NST and Star about the guy who was fined RM100 for neglecting his German Sherpherd. The poor was thing's condition was so bad that the vethad to put her to sleep. The picture of the dog is so pitiful, how can a person do that.

    Worse of all, the person that did it stayed in USJ17/3B !!!

    Please pass the word around to sign this petition. If you follow the show Animal Precint in Animal Plant (chanel 51 Astro), you will note that in New York, a person can be arrested, fined severely or even jailed for animal cruelty. That's how it should be for here too.

    ya! it is inhuman for someone to treat a german shepherd like that....or any other dog for that matter... and the fine was so lenient!

    if he stayed in SS18, i'd throw plastic bags filled with red paint into his house

    The fact that the fine was so 'lenient' is because of the law being outdated. If I am not mistaken that law was enacted in the late 50's when RM100 was probably much. But not today, by today's cost of living standards.

    SHAH ALAM, SELANGOR, Oct 18

    An engineer who neglected his pedigree German Shepherd to such an extent it had to be put to sleep, was fined RM100 for neglect — a sentence which sparked an outcry among animal lovers.

    The seven-year-old canine, going by the name Sheena, was found in a pitiful state and was put to sleep immediately by the Kuala Lumpur Veterinary Services Department as it could not be saved.

    Based on the post mortem report, Sheena suffered from infection caused by ticks, brittle bones due to malnutrition from young and malfunction of all major organs causing water retention which resulted in a bloated abdomen, empty bladder and stomach. In a nutshell, the dog starved to death.

    It was found by Veterinary Services Department officers in the compound of house No. 38, USJ 17/3B, in Subang Jaya at 2.45pm on Aug 18. Sheena was put to sleep the same day.

    Yesterday, its owner Lien Chong San, 46, apologised to magistrate Hafizah Abdul Rajak, claiming the dog was old and sick.

    "When I first got the dog, she was well looked after. Subsequently, I had to move and had other problems to deal with. I could no longer look after her." Hafizah fined him RM100, in default two days’ jail.

    Lien paid the fine and tried to escape photographers by hiding behind court officials as he left the magistrate’s court.

    Later after proceedings, Selangor SPCA animal inspector Sabrina Yeap, told reporters that when Sheena was found, she was seated in front of her rusty bowl, filled with dirty water.

    "She had ticks all over her body, and the condition was filthy. Her faeces were all over the compound," she said.

    "Lien neglected giving adequate care to Sheena, causing her health to deteriorate, leaving her infected with fleas."

    He was charged under Section 44(1)(d) of the Animal Ordinance 1953, which carries a maximum RM200 fine, or a maximum six months in jail, or both.

    "We will appeal to the High Court for the maximum sentence under this section. RM100 is too low," Yeap said.

    "The dog died because of Lien’s neglect and we strongly feel he should be jailed."

    She said the SPCA will fight for the amendments to the Animal Ordinance (Section 44), seeking stiffer punishment for those who abuse or neglect their pets.

    "Animals cannot talk, but they have their rights too. Hence, we must speak up and protect them," Yeap said.

    RM 100 is not enough to warn people from being cruel to animals. The fine is even less than saman on illegal parking.
    Keeping 2 white clouds, 2 white corys, and 2 ghost shrimps... a pig too!!!
