    Draft Structural Plan for Selangor

    As Firefly posted in an earlier thread, the Draft Selangor Structural Plan is now available to the public for only RM200.00 (or was it RM150.00) and the period given for public feedback and objection is the minimum 30 days as required by the Town & Country Planning Act 1976. This expires on August 1, a mere 10 days away.

    Among the implications of this document is that it supersedes and replaces all existing local & structural plans enacted to date. Of course, not everything in this document is negative but the public should be given more time to scrutinise a document of this scope and complexity.

    As a result, a number of community groups and residents' associations in the Petaling district have come together to respond to this matter.

    The first step of action is to petition for the extension of the consultation and public viewing date by an additional 30 days (which is the maximum extension allowable by law). The reasons for these are laid out in the letter attached to this post, and elaborated below :
    1. The National Physical Plan has not been made available to the public. This Plan is required prior to the tabling of a Structural Plan and would enable the public to have a more comprehensive understanding of the plan and respond to it accordingly.
    2. The scope and content of the Draft Structural Plan is wide ranging and detailed; therefore more time is required to scrutinise the document.
    3. Some local authorities did not have enough copies of the Draft Structural Plan and delays were incurred in trying to obtain them. Eg. MPPJ was short stocked in the document and a 4 day delay was incurred.

    By virtue of the Crown Copyright ( ), I am making the Draft Structural Plan available for download (at least until my bandwidth runs out) from my site. That oughta save us a hundred bucks or so. It's a large file (about 60+ Mb) even after being zipped and is in PDF format.

    Nope .. this is a separate document. The TT doc is the pre-draft copy of the Petaling District structural plan which this present document will most probably supersede.

    Nonetheless, this reminds me to do the necessary with the TT doc.

    Dear BobKee,
    Thanks for the effort but I was wondering whether you could breakup the whole file into say 6 x 10 MB files as many may not be able to download as the website is very slow to download. In that way, we can download one by one and in case of connection problem in between we can still download later. Thanks.

    I was just informed that the zipped file is corrupted somewhat. I will remove it and repost the file unzipped in PDF format. Those with browsers that have an Adobe reader plugin should be able to access the file with not much problems. It would also be easier to save on your HDD.

    Am I right to understand that your original document is not in PDF format? As far as I know, PDF does not make the document smaller. It is actually an encryption process which makes it impossible to be modified by the receipient. Hence the reason why PDF files are used on the internet as it gives an assurance that the receipient cannot tamper with the documents later. I don't think it helps to make the file smaller.

    If you had the file in Word format for example, do save it as a text file without any text formating. A simple text file is very much smaller and can be zipped to a much smaller size. Please try that if the original document is not in PDF.

    The original document is in PDF format. I zipped it earlier but had some problems uploading it to my server without corrupting it (yep .. it was uploaded in binary format).

    I did manage to optimise the PDF file a bit (from the original 79Mb to about 60Mb) but without the right tools, that's the best I can do

    Selangor Unveils State Structural Plan 2020

    SHAH ALAM, July 1 (Bernama) -- Selangor Friday unveiled its State Structural Plan 2020 detailing its policies and plans to develop the land and the state.

    The plan was put up for public viewing and comments today until Aug 1 at 23 locations statewide, including at 12 local authority offices and nine district offices, said State Urban and Country Planning Department Director Datin Paduka Dr Halimaton Saadiah Hashim.

    The Plan was also displayed at the Urban and Country Planning Department and Land and Mines Department, she said at the launch of the public display of the plan by Deputy State Secretary (Management) Datuk Ishak Ahmad who represented Menteri Besar Datuk Seri Dr Mohamad Khir Toyo.

    Dr Halimaton said the public could give their views and suggestions on the plan or raise objections electronically through www.agenda21.net.my.

    You know what sucks? Spending 45 minutes writing a post to report on the press conference held this morning by the action committee only to see it lost when the server timed out when I was posting it.

    Sigh ...

    Ah well .. I will be outstation this weekend and I don't relish re-writing the post again for the time being.

    Just a head's up :
    1. The objection date has been extended to 15 August. Not good enuf. We insist on 30!
    2. A preliminary document with some initial objections will be made public some time next week. Will post it once I get it.

    Greetings to you.

    Appended below is an e-mail with regards to a Dialogue on the New Development Plan for Selangor.

    In view of this 3rd August Dialogue Session at Holiday Villa, a short briefing on the matter is being organised to help us understand the matter with greater depth and prepare us for the 3rd August Dialogue Session ... this New Development Plan for Selangor has the capacity to have an overarching impact on Local Authority Plans ... we need to understand the implications ... most of us have not seen the new document, let alone understand the contents.

    Date of short Briefing: 31st July 2005 (Sunday)
    Time: 3.00pm
    Venue: Function Room, on the side of the Cafetaria (New Wing), Subang Jaya Medical Centre, SS12 Subang Jaya

    SJMC has permitted the use of their premises for the short briefing.

    I was gonna rewrite the post that failed to post last Saturday but since there's a dialogue this Saturday, I'll pass and encourage everyone to make it for the event.

    If not for anything else, at least we'll be well prepared for the upcoming Petaling District Structural Plan and the Subang Jaya Local Plan.

    Bob, don't know what discussion on Saturday but the one I posted earlier is on Sunday and is hosted in SJMC. Also the invitation is from Teresa of JKP1.

    Yeah .. my bad .. it should read "Sunday" instead of "Saturday".

    Since Derek Fernandez will be leading the dialogue/discussion thingie, it should essentially be the same content he gave during the press conference last Saturday.

    To avoid any more misunderstanding, here's the one we all should go to :
