With reference to the USJ 18 area. Some pet owners do "Consider" the public road to be a "Suitable" location for the pets to do it's "Business" and immediately leave the area without proper disposal by the pet owner.
Remark : Small pet dog with long hair on a leash. With reference to the topic the pet can do it at any time & location. There is no pooh bag being carried by owner.
