New traffic plan for Persiaran Kewajipan-Kesas interchange to be tested

THE Subang Jaya Municipal Council has completely closed the right turn lane onto the Shah Alam Highway (Kesas) interchange on Persiaran Kewajipan near Summit USJ mall from Aug 18.

This means that motorists coming from SS13, Subang Airport, Sunway will no longer be able to turn right into Kesas to head to Kota Kemuning, Shah Alam and Klang.

They must now turn left to Kesas (Kuala Lumpur bound) and take the U-turn just before the KESAS toll.

With this new traffic flow, it looks like we can remove the traffic light here and throw it away.

I was at the SJBA pedestrian crossing observing the traffic flow at 12 noon last Saturday.

The new traffic diversion as usual is poorly done. MPSJ can claim to have done their publicity but the absence of big and overhead proper signboards at appropriate places resulted in the many traffic making sudden changes in their route resulting in criss crossing at SJBA. MPSJ should not prevent traffic from the Subang flyover wanting to turn right to head for Shah Alam, Kota Kemuning as this is the reason the flyover was built in the first place. You notice majority are doing that. Now they are diverted to make the U turn just before the Kesas toll plaza.

Likewise it is very unfair for USJ 2 residents to face additional traffic for those who don't want to take the U turn at KESAS by making U turn on their inner roads now that U turns at the Damen traffic light are banned. I think we cannot do away with the traffic light at Kesas until a permanent solution like another flyover dedicated for them to turn right directly down to Kesas towards Shah Alan and Kota Kemuning.

The interchange in front of Summit USJ to KESAS is known as one of the most congested areas in Subang Jaya.

MPSJ engineering department director Rosli Mohammad Yunus, at a full board meeting, said well over 5,000 vehicles used the interchange at peak hours.

What are your thoughts on this new traffic system?

The reason why I said MPSJ did a lousy job is from the photos above, you notice that hardly any vehicle is turning left into KESAS to make a U turn at the Toll plaza to head to Kota Kemuning, Shah Alam and Klang. Instead you can see many lorries and the rest are keeping to the right of Jalan Kewajipan thinking that they can continue to turn right and head to where they are going. The two lanes they are in are for traffic heading into USJ. The lack of overhead signboards are not helping either. And the total absence of the MPSJ officers and the Police show how serious they want the run to be a success. They will always say this confusion is expected at the beginning of the trial run. But can't they make it easier for us rather than sorting out the mess later.

Michelle Ng, current ADUN and successor to Hannah is involved and monitoring this matter so far I've read on her Facebook site.
Again, its heavy commercial vehicles plying this route every minute that add to serious congestion. Heavy commercial vehicles also contribute to fast deterioration of our busy roads.
For obvious reasons, I think heavy industries should be relocated from Subang to somewhere else and changed to residential housing. Look at the "industrial or factory lots" around USJ? Many lots look like half past six, struggling industries and not any hive of activity. Different era, needs and different strategy required.

There should be a dedicated ramp for vehicles to make a U turn just before the toll gates to Pulau Indah. The heavy vehicles took up 2 lanes to make a U turn. This basically holds up the traffic at Kesas and the traffic lights at Persiaran Kewajipan. My observation.

The following is the statement by Michelle Ng, the ADUN for Subang Jaya.

I have driven through and observed peak hour traffic everyday from all directions at the Persiaran Kewajipan Interchange and Kesas highway. I have also driven through and observed traffic at the Damen junction everyday during peak hours and non-peak hours since the implementation of the new traffic management plan - all to understand the perspective of road users.

I have received feedback about the traffic management system that has been implemented, but learnt that MPSJ has not received the same level of feedback. As a result, I have:-

1. Conveyed all the feedback to MPSJ.

2. Impressed upon MPSJ that there must be more coordination between the technical implementing departments and the corporate department, which manages public relations - that is lacking. This would have ensured that adequate signage and notice are taken care of from the outset, and tailored from the perspective of a lay road user.

3. Set up a proper Standard Operating Procedure for traffic management plans from announcement to monitoring to feedback to troubleshooting to review - this must be disseminated to all departments.

4. Set up a public monitoring system after implementation.

As to 4., I have been informed that Majlis Perbandaran Subang Jaya will be collecting public feedback on their Facebook page. Anyone who has any feedback would be encouraged to channel it there. In this regard I would also like to encourage us to provide constructive feedback with as much detail as possible (direction of travel, time of day), which would be more effective in driving improvement.

Since giving MPSJ the constant feedback, they have added more signage, drawn clearer yellow arrows to guide users, redrawn some other arrows, installed an LED arrow at the turn off towards the Sunway tol, reduced the extended lane on the Persiaran Kewajipan bridge from the USJ to SS direction from 2 to 1 and put up more information on the Big Tree billboards in front of Damen. As a result, and save for Tuesday morning when the heavy rains and winds jammed up the entire Klang Valley, morning traffic coming out from USJ has seen improvement. Having said that I am under no illusion that a lot more needs to be done. I am also informed by MPSJ that the trial period cannot be shortened, as time is needed to constantly troubleshoot and to observe the traffic pattern.

Dear Michelle. If you want a second term, I strongly suggest that you restore the right turn at the Damen traffic light immediately. This new system is killing us. Prolonging our journey home, for no benefit to anyone. I came home with a traffic jam from Kesas to USJ 2, at 6 pm today. The no right turn at the Damen traffic light makes no sense. Whoever in MPSJ who recommended that should have his degree ( if he has any ) withdrawn and should be made a peon. The no right turn helps NO ONE, but inconvenience a lot. making us crawl to Taipan to U turn is sheer stupidity, when you can see that there is no one using Kewajipan on the opposite side of the road. As long as you keep the Damen traffic light, taking away the right turn will help no one. It is just a waste of Police energy and our fuel and stress energy. We will have to make Michelle pay for it, if you refuse to answer us. You did not even have the courtesy to go and see the mess that you have created. Please please please bring back the previous traffic arrangement. What are the reasons for the change? Why are you fixing something that was not broken? This jam has caused me to be late for work in the morning, unable to finish work for the day, leave work late, pick up kids late, jam one more round, reach home late and eat dinner late. Kesas Sdn Bhd engineering and operations division general manager Mazlan Muridan said MPSJ suggested diverting traffic from Subang Jaya via U-turn at the Sunway toll plaza before heading to Klang.

He said this could aggravate the congestion as the existing U-turn could not accommodate more traffic volume during peak hours.

Mazlan added that in a span of one hour, 1,224 motorists use the U-turn while 848 use the right turn at Persiaran Kewajipan in the mornings between 6am and 9am.

“In the evenings, there are 1,317 vehicles an hour while another 2,024 use the Persiaran Kewajipan exit between 4pm and 7pm,” he said.

The second phase which will begin on Aug 18, two months after the first phase, involves the right turn closure from USJ towards Kuala Lumpur along Persiaran Kewajipan interchange.

THE proposed second phase of the traffic dispersal plan for Persiaran Kewajipan may increase traffic congestion along the Shah Alam Expressway (Kesas) if it is implemented.

The proposal by the Subang Jaya Municipal Council (MPSJ) was to close off the right turn onto Kesas at the Persiaran Kewajipan interchange from Subang Jaya heading towards Klang-Shah Alam.

Kesas Sdn Bhd engineering and operations division general manager Mazlan Muridan said MPSJ suggested diverting traffic from Subang Jaya via U-turn at the Sunway toll plaza before heading to Klang.

He said this could aggravate the congestion as the existing U-turn could not accommodate more traffic volume during peak hours.

“Moreover, motorists will have to drive another 3.2km (both ways) because they have to turn onto Kesas to make the U-turn before heading towards Klang,” he said.

Mazlan added that in a span of one hour, 1,224 motorists use the U-turn while 848 use the right turn at Persiaran Kewajipan in the mornings between 6am and 9am.

“In the evenings, there are 1,317 vehicles an hour while another 2,024 use the Persiaran Kewajipan exit between 4pm and 7pm,” he said.

The fear is the possibility of increased number of accidents as the designated U-turn branches off from the fast lane of Kesas, and vehicles will have to shift from the extreme left lane to the right lane.

This will also force motorcyclists to use the main road instead of the motorcycle lane.

At present, Mazlan said 17 out of 18 accidents involving motorcycles had taken place along the main road.

He stressed that the closure of the right turn at Persiaran Kewajipan would result in free flowing traffic that might pose a danger to motorists at the ramp exiting Kesas and heading towards Subang Jaya.

“The traffic light eases traffic flow for those exiting Kesas and turning left towards Subang Jaya.

“But without the traffic lights, motorists will find it difficult to turn left and that could cause a backlog as well,” Mazlan added.

He was unsure if a thorough traffic impact assessment for the entire area including Persiaran Kewajipan and Kesas was conducted.

“Any traffic dispersal plan should benefit all stakeholders, but in this case the traffic will be pushed towards Kesas.

“We hope MPSJ can suspend the proposed implementation and call for a meeting with all relevant parties to ensure smoother traffic flow for both Subang Jaya and Kesas motorists while taking into account their safety and comfort,” said Mazlan.

Regarding this new traffic flow, I suggest proper signages to guide users. Remember, many are not SJ/USJ residents and are unfamiliar with the area to begin with, thus adding to the confusion.

If people want to complain or bitch or to be a bit vulgar 'too lan,' let them be. As civil servant or politician, lend them a listening ear. Provide them a platform or avenue to vent their anger in a civil way and who knows, their complaints may surface something the experts in the first place brushed them aside. The plan will work in a matter of time. Meantime, fine tune it.

1. What horrendously wrong is lack of proper signages at relevant and key areas. If they have put up a large colour sign board across the highway beside what they have already put in place, even the blind man can see. It is better to over communicate than under. I don't read signboard at eye level and same colour as the existing ones that announces the changes.

3. Since most of the traffic there are heading towards Kota Kemuning, Shah Alam and Klang, provide an additional lane by reducing the lane into USJ.

4. Strictly bar heavy vehicles during peak hours.

In Beijing City center, there is a big public park, forested with hundred years old trees. In the early morning, you can hear ear piercing, blood curling and eerie screams. No, the park is not haunted. Those chilling screams are from the morning joggers and tree huggers. A tree hugging screaming his lungs out ancient man told me that the morning routine is a great stress reliever and also a fountain of youth. I believe him... So it is better for the complainants here to get the ADUN to replicate that Beijing screamer Park.
