SPCA inspector came to the owner's house when the dog wasn't barking and SPCA told me no sign of cruelty or disturbance caused. I lodged a report to Biro Pengaduan Awam and then it sent a warning letter to urge MPSJ to take action but until now nothing happened.
I think i want to give up and move out of here end of this month. I'm moving to an apartment. Thanks for your help guys. Bye
