How to deal with ignorant dog owner? Please help!

Maybe these dogs can see devils or evil spirits walking around unseen by human.

When you see him again, tell him to walk his dog on a daily basis. That should help too.

How come, the barking sound is the same though out the duration. Surely the dog should be tired after 1/2 hr...and the sound should be different.

It is exactly what happens everyday. The dog barks from evening until night, of course it has some rests in between like every 5-10mins break it will bark again.

Yes....depends where I am....but mine no dog...no burglar-proof-windows n doors.

I got an idea how to tolerate with the dog. Everytime the dog barks it is calling its owner:

Don't know exactly. ..but nowadays since everything is expensive unless it is free, maybe the dog is also affected by such wavelength.. !!

Barking dogs are stressed dogs. Simple. They just need to calm down. Its only anxiety at play. I learnt this from the Dog Whisperer, Ceasar Millan.

Note to PC: Just to update you that Pepper is aging well. She is still very manja, highly adorable, and much loved. She has learnt to now just coolly stroll to the main door if she needed to pee/poo/eat grass/vomit. So, she is no longer knocking or scratching the door for our attention. She walks twice a day, everyday. And finally, she is not a siau kau. She only bark (loudly too) when left home alone for more than 3hrs. It is her way of scolding me...
