Anyway, water may be back, but does anyone smell something odd from the water? I keep getting chemical smells each time I turn it on. So now we're paying our bills to have chemical water???

This is the smell of EXTRA CHLORINE that was added immediately after the repairs. It is the same smell and taste in swimming pools. It seems to be SOP after each repair to avoid contamination of the water immediately after repairs.

Did you know chlorine smell in SP is due to LACK of chlorine? Chlorine is plainly used as a water disinfectant. Not enough will not do the job and poor smell comes from other sources, not the chlorine disinfectant. For swimming pool (especially in the tropics) the level should be around 2.5 to 3ppm as UV rays affect and kill the chlorine during strong sunlight. Water turning greenish or murky is due to algae and not enough disinfectant will cause this too. This is not copy and paste stuff, but my experience when I maintained SP long ago.
