If I'm not mistaken you can only top up at ATM,..IF you're an account holder. My bank still don't have that facility..never had and don't think they even thought of adding the feature. I don't think its as free as "anyone walk in, top up and go". Account holder there only apply.
7-11 got?.. I wasn't sure if ALL 7/11 have this. I should try asking soon. If they happen to also charge transaction fee..then forget it..I go Tesco franchise at Taipan, since I walk or shop there frequently.

Not available at all petrol stations especially few years ago. Now, I think most will have these e-pay facilities.

There are fixed investment costs and monthly variable costs involved (leased line, hardware, gadgets, etc). Some of the station dealers can’t reach an agreement with the petrol company on the cost-sharing and therefore, no TnG service and no ATM machine inside the petrol station.

and yes, 7-11 is the popuplar place for top up after petrol stations.

Two more places for top up
    - Watson (foc, no service fee)
    - mynews.com outlets

Atm card did charge. Not all Petrol Station cannot top up. In fact now more petrol stations beside Petronas can top up. The Petronan Petrol Station at USJ20(with KFC inside) can top up without surchagre.

Why? Malaysia still with too few users or unpopular since 1997?
It will never be popular as the charges applied for using the TnG makes it not favourable. Take parking for instance, there is a GTS and service charge impose. There is charges when topping up. There is also a deposit on the card. The company could easily pay for all that with the deposit earn from the deposit and the amount of credit that is loaded into the cards. Not to mention there is a 6 months charge for not using it. It's not that the company will give any guarantee against theft. Charges are just their earnings.

I limit my scope of discussion only to petrol retail station.

Just to see whether what you said is what actually happening in the retail station, I asked someone who is running petrol stations in west Malaysia for some operational numbers. I was told among all the e-pay services offered at petrol stations, TnG reload is always the top in terms of revenue contribution. BUT, this is not what the petrol company or station dealer want at the end of the day because the margin is very slim.

Although the margin is negligible from TnG reload but this is something that must have in order to pull the crowd into the petrol station to spend money on fuel and other non-fuel items inside the shop. The higher the TnG revenue, the higher the variable expenses needed to pay to various service providers and to a greater extent, it is more like a service item, not a profit item. That's why some of the e-pay services (TnG included) are not entitled to the redemption point of the oil company loyalty card program.

Actually some guardian, Watson ( those in taipan for example ) can do top up without any fee. Lookout for the sticker that says no top up fee for touch and go.

    Ultimately for me,
1)PlusMiles TnG for tolled highway. Very seldom used, but still use on a need to basis.
2)MyRapid card for Bus Rail LRT... most convenient for me at this point of time.
3)A spare amount like RM10-20 stored in MyKad TnG, just in case of some emergency. I'm being told MyKad TnG is non expiry, meaning you can leave it there indefinitely, non expiry (through dormant or non use) unless the kad is rosak.

Yes. the practice is just the same as any other TnG card. Just declaring the feature is there at your disposal. What you do with it is up to you to manage on your own.

My fav place to top-up is KK mart as it is 24 hours and no charges for transactions. However, sometimes you may not get the top-up amount that you want as there is a limit per day.
