From what I understand, there are discharge pipes with sluice valves at certain points along the pipe lines.

These discharge pipe serve to discharge all the murky water before it goes to the consumers.

Obviously this is not done or such pipe/sluice valves are not there.

In the old days, water attendants have to ensure the discharge water is clean before the water is sent back to the consumers

Well, its an age old problem. Any supplied water that maybe crystal clear at the plant will travel miles to each consumer and collect all sorts of contaminants along the way. Though it may seem minimal, temporary or tolerable, its still an issue quite felt everytime supply is resumed. I've seen enough water valves in engineering field with scale, corrosion and contamination.its a natural process. When pipes go dry for sometime, scale and contaminents flake off and carried along when water flow is resumed. I can ask my son at KK Sabah to show such examples. Yes, he works for a contractor to Jabatan Air Sabah In charge of pipe infrastructure and water valves.
A home sediment filter is of good measure.

True what you said, but why don't Jabatan Air flush the dirty/murky water eg through the fire hydrants every now and then to get rid of the contaminants

Oh ! QS, haven't you read the newspaper recently ? Selangor Govt cancelled all the water agreements with the cronies . So, it is payback time, you whack my pockets, I whack your machais (voters) !

If it is not that, then Selangor has the most pitiful and incompetent bunch of organisations running its water supplies and they should all be sacked.

How come whenever there is a water cut, people come here and ask What happened? instead of calling Syabas 1800885252 and come here to the forum and tell us what happened. In today's case, I sent a SMS to 39222 at 6.40am with this sentence PUSPEL kenapa tiada air di Jalan USJ 12/2D? Guess what, they called me back within 15 minutes and mentioned that the reservoir serving the whole of USJ has technical problem at 6 this morning. There is not enough water in the reservoir to push supply to USJ and they are trying to resolve the problem since then. When asked when the water will be back to normal, she said at that moment it was hard to give an estimation.

If you are on Twitter, you can read the detail there as posted by bibimbap
