A dog, once it is out of the house must be leashed At All Times. The owner of the small dog is a Chinese guy.

What exactly did you say when you shouted?

Dogs usually bark for a reason. You were not singing at the time, were you? (Just kidding.)

Owners must always be in sight?

Just curious, ungkb. Were you delivering leaflets house to house? Dogs seem to hate anyone delivering anything house to house. Other than that, I can't imagine why the canines won't keep their barks off you.

    Was about to bark?
    Who?

Dogs bark. It's what they do.

Answer: It was slowly moving closer towards me & start off barking softly. When it came too close I have to react immediately. That owner was standing (USJ 13) at the entrance of the path & the dog(no tag & unleashed) was standing(USJ 18) in the middle of the path. The owner is a chinese guy & he just look at the dog. There was also lady affraid to enter the path as the dog was standing at that location.

Owners must always be in sight?

It is perfectly normal for dogs to bark. When I walk pass my neighbours' houses, their dogs will also bark at me.

The point here is that ALL dogs bark

So what is the purpose of putting up this thread?
Are the dogs going to attack you? the gates are closed, so this cannot be an issue.
By the way, owners are not supposed to leash their dogs within their own compound otherwise they would be violating a law on animal welfare. Pet animals need to move around and be free to find water and shelter. Tying a dog to one place can be cruel.

We need to be aware of so many things happening around us and not see the world with blinkers and tunnel vision. Wouldn't it be a better world if we stop trying to find fault in little things?

Dogs running freely outside in the neighbourhood must be his concern. That and his safety mainly because dogs seem to hate him.

Uma you are right. My main concern is when I go out to catch the bus, about half the time I do see dogs that are out of the house that is either unleashed / no tag or both that are running around. When I go out at 6:15am in the morning to catch the bus, sometimes I do see a small pack of stray dogs(all without tags). When they came closer start barking, I have no choice but to react. If I don't I may be in danger. A dog that is out the house must be leashed at all times.

He had good reasons to fear for his safety if largers dogs are on the loose. However, ungkb also had issues with small dogs barking at him. I can't imagine how a small dog can be of any danger since they would have been intimidated by your sheer size anyway.

Canines can be harmless or dangerous depending on how they are treated. They can also be trained not to step outside the gates. Mine are. Trouble is, some owners will release their dogs to roam the streets late at night and into the early hours of the morning. The real culprit are the owners.

Reach down for a stone and pretend to pick one up. If you're walking out alone in the the early hours of the morning, a stick in hand may come in handy. Strays usually keep themselves at a safe distance once they think you are duly "armed."

However, do not engage the "enemy" at close proximity, kill or injure without just cause.

Unless you are the owner, you can't make a dog stop barking. The last time I heard, a barking dog seldom bites. It is the silent ones you should be wary of.
