Dwarf Coconut palm

I am thinking of planting a couple of dwarf coconut palm trees by the road beside my house in USJ.
I have a few questions :

1. Is it against by-laws for residents to plant trees by the roadside ?
2. How fast do these palms grow and what will be their maximum height ?
3. Where can I buy them and how much do they cost.

Reason I selected this tree is for shade (do not want it to grow too high) and no worries of too much leaves falling off that will require regular clearing.

I have yet to see a 30m coconut tree. maybe our fertilizers are not so good compared to those down under [30m=98.425197ft]

Opposite my house, in a park are several yellow coconut trees. They are about 10 feet tall. We get free coconuts if we can get one of the Bangladeshis to pluck for us. We supply the cutter and they do the climbing. Good partnership. 30 years ago, I had a green dwarf coconut tree, planted at the corner. It was very fruitful but I would not say it provided a lot of shades. Problem is, people will steal your coconuts and you will not get anything. If you want shade, do not get a fruit tree. Just get a low maintenance shady tree like an eugenia plant.

I thought of coconut palm because it does not require constant pruning and does not shed a lot of leaves.

As for people stealing coconuts, it's ok as the tree is in public area.
One of my questions is whether I'm allowed to plant there in the first place.

I will research on your suggestion of eugenia plant as well.

Are you sure ? 30m or 30 ft. 30M means 100ft about 10 storey high!

PDL, in my opinion, it's ok for you to plant as long as your plant do not block your neighbour's house. Otherwise, they would lodge complain with MPSJ and the council team will be coming to remove the tree.

I used to live across a field and our neighbours planted all kind of plants on the field, including durian and rambutan. It has been over 15 years. No complaint from anyone in the neighbourhood or MPSJ. In fact, now we have a little corner in the field where it's like community gardening (planted with all kind of medical herbs) and our neighbours brought old furnitures to place there and create a little cosy corner for them to enjoy tea after their evening walk at the field. It's a place for neighbourhood interaction. That's how friendships are formed in my neighbourhood.
