Where did you acquire such hearsay? I thought Jabatan Agama only deals with Muslims and associated Islamic affairs. If you're not Muslim, I reckon you don't come under their jurisdiction. Common sense?
..seriously I heard from a friend that the JA wanted to make sure that if there is a sudden death on one of the joined a/c holder ,JA would want to make sure whether he or she is of Muslim fate ,and if it is ,it will be dealt with the proper way of wealth distribution . If not it is fine .Either way still need to pay a processing fees .
Of course , the tellers has the duty or discretion to call the JA if suspicious arise.
Not sure really . I also dont want to make a big deal by asking this friend too much. ..
OCBC Bank have a survivor clause for their bank's joint account i.e. if either one dies the surviving one can continue to operate the same account. I have such an account.

Maybe he mistook LA for JA......LA is for 'Letter of Administration' which falls under the Probate and Administration Act....how it works is long story, but if no Will, you need an Administrator, etc, etc.....everything joint and of the deceased is frozen till legal process over, years maybe
However, in the case of a joint account in Banks, seems it varies with the Bank and based on agreement signed when you open account....some Banks, when 1 party is deceased, account frozen, heard, some allow 50% withdrawal before admin process to freeze account happens. But also got Bank that have agreement where everything reverts to surviving partner......little birde told me it might the Orang Putih bank that started on the Bund.

If the bodies can be disputed on the grounds that the dead partner has changed religion, there are many possibilties that the current Malaysian laws would be used in the case of a joint partnership in monies or banking. WOuld be banking law rule in favor or the religion law?
God's willing, kindly check with the local law authority even if you have draft out the will of letter of Probate or letter of adminstration. It pays to read the fine prints of the Syriah law though the joint partners did not sign them together.
Changes of status might change the validity or superseed any agreement drawn\ when challenged in the court of law.
