Oct 13, 5:30pm in a market in the city of Nanhai, a two year old girl Yueyue was hit and rolled over by a van.
The driver did not come down to check her but drove over her with back wheels and ran away.
Another car passed by and rolled over Yueyue.
In the next several minutes 18 people passed by but nobody did anything, until an old lady who collects trash (for a living) moved her to the curb side and shouted for help.
Her parents were devastated when they found out what happened. In the interview of the father, he mentioned someone called and offered to help financially. Initially he thought it was someone wanting to help and did not accept until the person identified himself as the driver.
He could not control himself, refused the money asked the driver to throw himself to the police station and it was rejected by the driver. Princeton University had conducted an experiment. The university collaborated with a Christian organization to do a human behavior test..
Twenty persons who aspire to become priest are divided into 2 groups and they are given questionnaires about the requirements/attributes to be a good and helpful priests. Later, they are told to walk to another church to present their answers and there will be an evaluation of their answers in that church. After they have completed the questionnaire survey, group A was told they were 20 minutes late and need to walk fast to the 2nd church, whereas group B was told they still have excess time and no need to rush. Along the way to the 2nd church, they were beggars, injured old folks lying on road, etc. – they were all actors hired by Princeton to pretend as people who need help.
The result :
Group A - 3 persons stopped and spent time to help, 3 persons stopped but did not spent effort to help, 4 persons ignored what they saw !!
Group B - all 10 persons stopped and helped.
Another story to share..
3rd March 1964, 3am in New York, 38 law-abiding citizens in a neighborhood witnessed a woman was stabbed by a robber but none of them help. One of the residents (also one of the witnesses in the neighborhood) reported to Police one hour after the incident !!!
My point – human characters can be VERY UNGLY WHEN THERE IS CONFLICT OF INTERESTS, irrespective of which country and nationality..

When I first saw the video, it was a culture shock! I can't imagine what kind of human living in that city. But when I following the story further, then I found out that the real reason those people there are so cold hearted is because there are many incidents happened over there where scammer pretended to be injured and need help, and wait for the victim to help them then accusing the victim injured them, blackmail them for money compensation. There is a court case with a business man helping an old lady and later being acuse injure the old lady. The court later favor the scammer instead and the victim (business man) need to pay compensation to the old lady. That is why the people there are caution in helping stranger.
Even over here, there are numerous emails flying about warning motorists not to stop their cars to help anyone bleeding. Apparently someone was assaulted when he stopped to help. It appears that the whole bleeding asking-for-help charade was a scam to rob innocent Samaritans.
It is so difficult sometimes to ascertain for sure whether or not anything is real.

Only yesterday, when I was cycling around, a lady who was dressed reasonable well stopped me and in tears said she wanted to contact her son.
She gave me 3 numbers to call.
I asked where she came from. "China" she said.
I said my house was very far & I did not carry my mobile.
Two hours ago, someone rang my doorbell. His bike broke down in the vicinity and he is out of cash. Said he needed RM70 to repair his bike and will return the money tomorrow.
Yes. I lent him the money. I figured the RM70 would help him if he's genuine. If he's not, then ~~~ May he pocket my money and have the Mother of all tummy-aches!
Sometime in Sept of 1995 (remembered due to my little Kancil being brand new then), I was driving on the Federal Highway passing the old TV3 building when I saw the van in front of me weaving for a while before crashing into the retaining wall. I pulled over and went to check. The driver was slumped at the wheel and his wife and kid were crying, apparently he had a heart attack. Even as far back as those days then, I remember being told not to simply stop and take accident victims in the hospital in case they die in my car and I have no way to explain. There wasn't time to think and reflect at that point though as the situation was critical. In the end, two chaps passing by helped to bring him into my car. It was pretty far from UH, the nearest hospital I knew and it was rush hour at 5.30pm. We got to the Emergency about half an hour later. In the end, he did die in my car after all as I saw his obituary the next day. I suppose it is not an easy decision between wanting to help and not wanting to be victimised, sometimes, we just have to go by the gut feel. I always tell myself, I'm doing out of humanity and I will do it with alertness and wisdom, therefore if it should be a scam, then I guess it's just my luck, because we never know when it is genuine.
IMHO, you are doing the right thing! If the person is saved by your action, then that guy owed his life to you. If he died, then he still owed it to you as you had tried to help where nobody cares. It is a noble act. And I salute you for that.
As in Buddhism belief - there is action and reaction of Karmamic effect. You would be blessed eventually by your selfless act.
On the other hand, we live in the world of deceits and hidden agendas. People would be pretend to have car trouble or a fake accident where they actually intend to rob you out of your selfless act to help those in trouble. Some case reported that they would banged your car as accident, and surely any mortal motorists would alight to see what's wrong. Ant they os where they get robbed.
Because of these scammers, genuine accidents victims get ignored amd left to die!

This happened in New York, while waiting for a ferry, I saw this old guy fell down 2m away in front of me. I expected my friend, a local to help but he just stood there and look. I waited for a while and decided to move forward to help. He stopped me. He told me I might get sue. He said if it is a genuine case, those staff at the port would help him.
Unless you are a doctor why bother to stop? What can you do?

I think the law applied to taxi drivers or civil servants like off duty cops or bomba. Even then, you would see many tend to look at the other side.

I thought it would be far more important to have their licences revoked if they do not stop to pick up PASSENGERS. After all they are supposed to be taxi drivers and not ambulance drivers.
