My nephew won a government scholarship from the Singapore government to do his degree in computer science at Massachusetts Inst of Technology (MIT) and after getting his first class honours, he served in the Computer Board for the Singapore government. They then sponsored him for a Master degree too in the same university and he is now serving them in SIA.
There was a bond and there is enforcement. The problem with the Malaysian government is they don't manage and implement their scholarship program efficiently, they break rules by granting to unqualified students and children of VIPs, they don't strictly enforce the penalties.
Typical of the Malaysian government to push the blame back on the people!
