This is getting funny, the debate on PSD scholarships for overseas universities. Now loud-mouth Minister Nazri "6000 Taxi Permits" Aziz is saying that not sending our students overseas will stop the brain drain. Is someone brain dead or what? Read it HERE!

If the Govt were to implement the scholarships at PG level based on merit and all the PGs are required to come back and serve in the local universities as lecturers as a condition/bond of scholarship, then I am all supportive of it - that is a well known strategy and method of train the trainer that has been used in many countries. In Malaysia's case in the past, however, the best brains were not required for these "national services" whereas in country like Thailand, the cream of the graduating year were chosen and they proudly go to world-class universities like Oxbridge, Imperial, MIT, Caltech and Harvard and then came back to impart their skills and knowledge ... and over a generation of such programme, you should reap the benefits of a significantly improved local universities - best example I can see is Chulalongkorn University which has started such a programme for the last 20+ years and still continue and it is steadily climbing up the ladder ...

Caveat: Only if those chosen are on merit and have to serve as teachers upon return ... those that plan to jump bond/scholarship, can go to jail, as far as I am concern for "betrayal" ...

My nephew won a government scholarship from the Singapore government to do his degree in computer science at Massachusetts Inst of Technology (MIT) and after getting his first class honours, he served in the Computer Board for the Singapore government. They then sponsored him for a Master degree too in the same university and he is now serving them in SIA.

There was a bond and there is enforcement. The problem with the Malaysian government is they don't manage and implement their scholarship program efficiently, they break rules by granting to unqualified students and children of VIPs, they don't strictly enforce the penalties.

Typical of the Malaysian government to push the blame back on the people!

The Human Rights Party (HRP), a splinter of the Makkal Sakthi Party, suggested doing away with STPM because non-Bumi students get disadvantaged by 1 year vs Bumi students coz there are 11 places throughout the country offering pre-U MATRICULATION to Bumi Students! And they get admission first to local unis while STPM students need to compete amongst themselves. I can't find the URL link but the news was in The Malaysian Insider about 2 days back.

Matriculation in local uni is their exclusive right. It is a semester system with totally different exam compare to STPM.

They opened 10% quota to non-bumi a few years ago to allow MCA to blow a BIG trumpet.

Saga, I do not disagree with you on the options that you mentioned. I am merely suggesting that if scholarships are to be given at PG level, then make sure it is for the FUTURE TEACHERS and LECTURERS (i.e. not to politicans and bond-jumpers like KJ, Omar Mustapha etc ... ) ... otherwise, it is another round of wastage without any strategy to enhance the local universities.

I am not disputing the UNFAIRNESS of the scholarships being given out, BUT if the scholarships for UG were to be stopped and then being given at PG level, then my support will be IF the PG scholarships are given based on MERIT and for them to produce world-class teachers/lecturers that come back to serve ...

For the UG level, I actually would encourage top-notch non-Bumi Malaysians to forgo the JPA scholarships and instead try for the top-class universities scholarships (eg Oxford, Cambridge, Harvard etc gives about 2-3 scholarships for Malaysians or even ASEAN scholarships ) or those from the companies and foundations instead.

YOU DON'T WANT TO BE BONDED TO THE JPA - right after doing your UG unless you really intend to serve in half-baked politically motivated and driven Ministeries and the best place to serve, IMHO, is to serve at the universities .... so PG level.

I know and I believe you know as well the hidden agenda behind the suggestion to scrap JPA overseas scholarships.

I do agree with you that top-notch student should not limit themselves with JPA only. Unfortunately, many students and their parents are not as exposed as you.

That explain why every year without fail, so many students and/or the parents “begging” with MCA to appeal for JPA scholarship. There are other options and better options which they don’t know.

I think I said before that top university grant scholarship/study assistance based on merit, not needs.

Better you encourage your kids to become lawyers, and be great at it because this land have entered an era of legal suits aplenty (politically associated or not). Many sueing left right and centre for macam macam reasons. Business haven't been this good eh?.

Sometimes when ONE DOOR CLOSES and a window opens ... it may be for the BETTER ... scrapping of JPA scholarships may be a blessing in disguise for non-bumis, as it may make them OPEN THEIR EYES and widened their OPTIONS ... and they may end up having a better deal than JPA and finally go beyond the MCA and the politicians.

There is nothing that frightens the Malaysian politicans more than its citizens that THINK and EXPOSED to a bigger world beyond Malaysia .... Then, we can see what sort of "banana words" we have as MPs like .... too many to mention

The Internet has helped to "Educate" Malaysians a lot on their MPs and Govt ....

I know many lawyers not doing well lah brader... thats why many are politicians. Just look at the one katak at Malim Nawar who just hopped! Cash strapped and car repossesed and blacklisted by the Ipoh Club...
