Today, at about 1pm, I was parked at the opposite of Freshplus in USJ10/1B, went to the photocopy shop on the same block. My car was parked by the yellow line but not obstructing any traffic as I was parked by the TNB box, where the road curve further in from the road. In front of me, by the road side, was a line of parked cars. As I was awaiting my photocopy to be done, I saw two MPSJ officers writing a compound for me. Oh, well, my fault and my luck. The MPSJ vehicle was doubleparked in front of Freshplus. I woud have quietly paid for it if not for the subsequent incidents.

1. As I was starting my car, I looked to the left and saw a lorry (BEV 2977) swerve in from the road and doubleparked 30 feet in front of the MPSJ vehicle (BDV 6169) where its officer was standing in front. I waited to see if he was going to take any action. None.

2. Another officer came around from the behind of the MPSJ vehicle, presumably out of Freshplus (a grocery + minimart), clutching a bag of mangoes. Both got into the vehicle and they went off.

3. As I was going off, I looked to the cars that were parked in front of mine on the same yellow line, and guess what? Other than mine and the one immediately in front, none of the others were summoned.

What is this?? Double standards?? If I am at fault and I accept that I am, then all the cars parked by the same yellow line are also liable. Why weren't they summoned?

Granted it was 1pm and lunch time for the officers, then they doubleparking in front of the shop is also an offence. Will they give themselves a compound too? Because it is an offence under Code 14 - disruption to parking space (at least) not to mention the flow traffic.

Why wasn't anything done about the lorry that doubleparked right in front of their faces? They couldn't have missed, it was big enough and in plain sight of the officer who was doing the summoning.

Is this a courtesy summons job by the officers while awaiting their fellow officer on his marketing trip.

I tend to agree that those cars parked though at unapproved places should pose less traffic obstruction than those double parked in the middle of the busy streets. MPSJ should immediately tow away those cars double parked in the middle of the streets, even though the drivers of such cars may be sitting inside waiting for his/her passengers to comple the "short-time" shopping or whatever. It is the DOUBLE PARKED which are causing the traffic obstruction and thus the congestion. If it is the MPSJ officers themselves who double park, they should be fined DOUBLE!!

This is NOT NEW.

In my working place - Damansara Uptown, we have seen too many cases that the lapsed parking tickets got summons but double parked cars gets nothing. Even with the MPPJ crew locking away the cars at the yellow lines.

Not too sure what is the guideline for these people to work on.

I had to run an errand today in Taipan and I saw the following, on the same street as Victoria station.

At 2.20pm, as I was looking for a parking space, I noted a police car, a Waja (WJY9280) triple-parking (not kidding) in frint of the BSN bank, one officer heading towards the bank. They were there for at least 5 minutes because I went around the block a few times and by the time I found and got down, they were still there.

At 2.45pm, after I had finishes my errand, there was another one, even better. An MPSJ van (BGC 5420) was double parked right in front of Maybank Finance (a few feet away from the police car) while the officer went into Maybank Finance itself. After what happened yesterday, I have decided (since I do not have a digital camera) to keep pen and paper in the car for noting this whenever I come across it. I do resent being hung while the executioners practice the same crime.

Be fair when issuing summons

I am a resident of USJ and I would like to comment on MPSJ’s enforcement when it comes to parking offences.

On Nov 26, I was parked by a yellow line in Taipan (USJ10/1B), but not disrupting the traffic flow as the area was curved further in from the road. In front of me was a stretch of vehicles, also parked by the same yellow line but on the regular part of the road.

As I was waiting for my photocopying to be done at a nearby shop, I spotted two MPSJ officers writing out a summons for my car.

It was my fault so I have nothing to say about that and I would have quietly paid for if not for the following incidents.

As I was starting my car, I looked out the window and saw a lorry swerve in from the road and double-parked about 30 feet in front of the MPSJ vehicle. One of the officers was standing in front of the MPSJ vehicle at that time.

I waited to see if the officer would do something about it. Nothing happened.

From around the back of the MPSJ vehicle, another officer came, clutching a plastic bag of mangoes, presumably from the minimarket nearby. Both the officers got into their vehicle and went off, ignoring the double-parked lorry.

As I was driving away, I looked at the cars parked in front of mine.

Apart from mine and the one immediately in front, the rest of the cars were not given tickets, though they were also there when the officer was writing them out. It was 1pm.

The next day, at 2.45pm, on the very congested road in front of Maybank Finance, also in Taipan, I found an MPSJ van double-parked and an officer got down and went to the finance company.

My questions:

· If I was at fault parking at a yellow line and was issued a ticket, why weren’t the rest who were at the same yellow line given tickets too?

· If it was lunch break for the officers, and the MPSJ vehicle was double-parked, shouldn’t they be given double tickets since they are the enforcers?

· Which is a bigger offence? Parking in an unauthorised area but not at all disrupting the traffic flow or double-parking and disrupting the traffic flow?

While I accept the fact that I am at fault, I do not accept the way the officer decides who gets summoned and who doesn’t.

The same rule should be applied to everyone. And that includes the officers themselves. Even police cars have double and triple-parked in Taipan; one parked just behind the double-parked MPSJ van.

It is very disheartening to hear of such malpractices conducted by our 'trusted' enforcers. Majority of people can accept that they have done wrong and a summon/penalty is fair but most cannot stomach the fact that they have been unfairly treated.

I want to cite an example which I personally came across one morning. An MPSJ vehicle stopped abruptly infront of a group of morning traders selling vegetables, nasi lemak, kuih etc. About 6-7 enforcement officers jump out of their vehicle and (to my surprise) zoomed in to one stall, ignoring the rest. Every one of the other stalls calmly packed up. I could not understand why the officers were allowing the others to 'get away'.

Just then, 2 officers walked towards the two nasi lemak stalls respectively and (from the distance which I was standing) I observed the officers in a friendly gesture, requested that they move on from this spot.

Meanwhile, the unlucky one was still being harassed and you could see that the operator was pleading hard.

It was clear then that, the officers were very unfair in that they targetted a particular stall when the others were only metres aways. Were they practising racial discrimination? No one can tell for sure except the officers themselves. However, one can definitely be sure that they have no integrity in carrying out their duties as they deliberately "allowed' the other stalls to get away.

This could be a case of a few bad apples, but so long as it is not corrected, the image and respect that our enforcers strive to be accorded with, will continue to diminish.

Bear in mind that this is Malaysia and the law enforcements are always correct. If they were found guilty, they just appologize. As simple as that! People like us have to bear with beatings because for showing "mycard" instead of regular driving licence, or summons for parking at non traffic congestion area. I mean the list can go on and on.....

So far MPSJ has been completely silent on this. Wonder if any of their senior officers read this web-site. Even if they don't, they should have read it from the STAR.

You are right, they don't. Even if they do, they will not response here. I wouldn't either for whatever the response, it will not please everyone. You know that they have many priorities which many a times they did not get it right and also due to their inefficiencies, whichever officer who replied to what have been posted here is looking for trouble - big trouble. In the end, instead of us being grateful to the officer, we throw brickbats on him/her. This has happened before. So if you want it to be officially handled, I suggest you go to MPSJ in person and lodge a complain there or submit a written one to them. And do keep a note on all your trackings - name of officer talked to and the time for follow up purposes. I did that and I got what I wanted though it may take time and relentless effort!! By the way, forget about using eAduan, the ONLINE channel. 99% of the time, it will not be looked into and in any case it does not cater to your type of complaint.

Indeed, we should give credit when credit is due.

When MPSJ tow-away cars that double park, we should give
thumbs-up.

But when MPSJ practises double-standards for double-parking,
like the one faced by GeneralDogsBody, then we should give
thumbs-down.

On the other hand, I would personally give a BIG thumb-up to
MPSJ for expanding the road that separates SS15 and SS17
(what's the name already?) into 3-lane each side.

There are lots of unfair happenings everyday. What can one do about it? Complain with pictures to prove it! Either leave a disposable cam in your car glove compartment or carry a cheap digicam in your pocket, take pics of anything you need proof of, then make a huge complaint! People love looking at pictures, not just words. Show them pics, and you might just get the attention you're looking for.
