Is there anybody know how to create a blog or website for school communication with parent. and how much is a cost. Or any others better suggestion for school to communicate with parent effectively. Nowaday parent are busy to visit school And school party also not aware what others problem parent concern.

Oh basically a blog is more of just a one way thing where the author posts his/her entries and readers comment( may be good for feedback , but not for discursive issues).
So I don't know whether a blog would be ideal for your purpose of the school communicating with parents of the students.
However , if that's what you're going for, I would suggest blogspot.com as it is extremely blogger friendly and has basic, simple yet presentable features a blog should hv. or you can even try wordpress.com
and blogs are free, double
Website wise, sorry I can't help you on that on how to set up a domain and all as i do not have any experience on that. anyhow, hope i've helped you out and good luck!

Blogspot is very easy to use and as said by kimsng it is free.
Go to www.blogspot.com and register for an account based on the name that you want to use. Preferably use the name of the school.
There is tutorial in blogspot for newcomer to learn how to use it. Very simple!

Its its for email communication, than yahoogroups.com would be a better choice. Check it out too, if it suits your needs.
