They are supposed to work regulated hours only. You can refer this recent article which appeared in The Star 16th July 2008.

I paste the relevant parts for your easy reference.
According to Kuala Lumpur City Hall (DBKL) buildings director Mohd Yusuf Alwi, the permitted hours for construction is from 8am to 6pm on from Mondays to Saturdays. No work is allowed on Sundays and public holidays.
Yusuf said this was in accordance to the Road, Drainage and Buildings Act 1974 (Act 133), Building Regulations (Federal Territory, KL) 1985 and the Construction Site Monitoring Guidelines.
“However certain flexibility were given for applications to work after permitted hours,” he said.
In this case Puchong falls under MPSJ and I am sure their guidelines are not far different from DBKL.
You should lodge an official complain with the MPSJ
