Mine was replaced and the balance transferred on the spot at USJ toll
By the time I had filled in the form the lady had the new card ready, less than a 5 minute process.
But that was last September, maybe things changed….
Yes, you can still replace the card & the balance can be transferred to the new card even though it has expired, my dad experienced that. His card was replaced at the Elite toll (USJ to KLIA direction).
U can only transfer the balance to the new card if it is below RM100. If exceeding RM100, then will need to get TnG to issue you via cheque and this will take time.
