Check the blueprint lah, if the blueprint shows a toilet ventilation or window, ask developer to do it for you lah.Originally Posted by PeterLee

Scott central's master and second bathroom also don't have window, but they provide central ducting ventilation system
It is a requirement of the Building Bylaws for a room to be ventilated by natural (windows) or mechanical means (exhaust fan)
If windows are not provided, then the developer is obliged to install an exhaust fan, individually or part of a central system. This would have been stated on the approved plans. ('approved plans' as referenced in your S & P) You are not expected to have it installed yourself.

Remember spending a week in a B&B in London where the room had this 'plastic' box in which was a sink, toilet, and shower. All in all it was just a little bigger than a toilet on a plane. The whole thing was a complete module, haul it up to the room and just 'plug&whatever' It had a ventilation fan, didn't check where the exhaust was leading to. Definitely not out to the room.
As for your problem, I think a exhaust is a must. Just like in all hotel rooms, there are no windows in the loos, but there's always an exhaust to the ceiling

Yes, there must be some approved ventilation system or window to conform to building bylaws. Once you've taken delivery or its handed over, it means you accept the design as-is. Hereon, if its very true there is NO ventilation of any sort, the question would arise how the building plan was approved by the authorities in the first place and seek redress through legal means till the issue is resolved.
The hotel bathroom is a clear example of no windows. Peter, check your toilet again for other alternative ventilation which you may have overlooked.
One thing i don't like about this toilet in Malaysia is it was develop by our gov using tax-payers money. I think the gay and transvestite will promote their services and conteng the door or wall inside. Luckily i defer my tax as always.
