Loud music coming from Summit past midnite
Who can I complain to take action against whoever that is playing loud music past midnight from Summit shopping complex? The loud music is disturbing my sleep.

Please contact the USJ 8 Balai Polis at 03-56356904 and provide them the details. Do so the next time you are disturbed. They have been responding to complaint of this nature. This is termed as public nuisance if the loud music is played past midnight or their operating hours.

Does this also apply if neighbours are performing karoke past midnight for the listening pleasure of everyone in the neighbourhood?

Well another method is employed by the British system (anti social behaviour order "i think"), i don't know whether it will work or not but you can try.
2. How to resolve a dispute informally
Whether or not the level of nuisance represents a health risk it is advisable first to try and resolve the dispute informally.
Face to face discussion
If you feel safe doing so, discuss the problem with the person responsible for it to let them know about your concern. They may not realise that they are bothering you, or may be unaware the problem exists.
Speak to other neighbours affected and get them to support your complaint if possible.
My notes:
[since mediation talking to them don't work, cause they are DEAF, try writing to them reminding them of your olive branch.]
If face to face mediation aint no dice, try sending them letters reminding them (comes in useful when you want to take legal action "if need be", it acts as a proof that you actually reached out to them)
Keep a nuisance log
Keep detailed and accurate records of the nuisance incidents on a diary sheet. This is a log of when the nuisance incidents have occurred and what actions you have taken.
My own advise-
Recording should include, Time, Date, Place, What music are they playing if you can hear them, and some notes what you observed. You can be creative the list of things you can add on is not exhaustive. For example Take pictures or video cam the inccident, "u see chicks dancing!"

Get mediation
If the nuisance persists you can try to get a neutral third person to help find a solution. This could be a mutual friend who’s not involved, or a community figure like a neighbourhood watch coordinator or local vicar. In this case either MCA, MIC, BN, Umno, any person with abit of clout (OCPD) you name itlah and finally MPSJ.

I am glad that the new YDP of MPSJ is an action orientated President (unlike his predecessor Hakim) but first he has to do some spring cleaning which he finally did. In anycase, Datuk Mohd Arrif the new YDP lives in USJ 3 like one of us. In the last 3 months, a total of 4 MPSJ Directors who have been seconded from other govt agencies have their services terminated by the Council. This disco joint which was highly reported in the news after having been raided 25 times by the police finally has its doors closed. With the changing of the guards at the Home Ministry level, I hope all this nonsenses not only in Subang/USJ but also elsewhere will be put to a stop.

i think the disco there been raided and close for few times. Not sure is still operating as i seldom pass thru the road after 10pm.
