For my 450D, the crop factor is 1.6 times
So if I am using 18mm, its equivalent to 28.8mm on a Full Frame sensor.. :)

If the lens state a F2.8 only and not F3.5-5.6, then F2.8 can be used at all focal ranges.
So for Tamron 17-50, you'll be able to use F2.8 at 17mm troughout 50mm.

Well, frankly speaking, I've not tried shooting without a speedlight..
But to be safe, personally, I'd shoot in RAW, using ISO 800 or more, with a little help from the built in flash, 1/60s......
