Hello

It is reported that from 1.1 2005 swiping cards at the petrol kiosks will be ceased,according to The Star today the reason being "to fight fraud at petrol kiosks'!!!!!

Why this inconvinence now, what is the real rationale behind this move? Also these swipe card tellers are going to be a waste. What do you think guys?

Next I think our ATM mchines??? Recently, all credit card issuers try to woo user with plenty of free gifts and stuff....I think this could be the waste that orchi said....especially all those machines already being set up at all petrol stations in Malaysia.

But, I myself feel it is a need to stop this credit card fraud as total losses estimated runs into millions.....who the smart guy who came up with this fraud thing......must be a genius.....already make millions .....

haha Mr.fraud....if possible transfer all the money to my account.....I don't mind.......since it's Christmas already...... ;)

First diesel illegally sell to industry...now credit card......next better use air to run our vehicles........free and environmental frenly!!!

this is supposedly because there are many credit card frauds in petrol stations worr... well, if they can make it convenient enough, then ok lar, else expect to see long queues at the counter lorr...

mayb its jus to make some manufacturer of the EMV system rich nia... :confused:

Heard on the radio, only the chip based cards will be accepted.

So the card reader people will make a healthy profit in 2005.

All the places I frequent, are still swiping. Only at Farmasi USJ, the chip card is used.

Card swiping at counters only, a means to fight fraud at petrol kiosks

FROM Jan 1, motorists paying by credit cards for their petrol will have to swipe their cards at the pay-counter only as swiping at the fuel tanks will be stopped.

This follows a Government directive to only allow the use of credit cards with high-tech microchips, said Utusan Malaysia.

Except for Petronas, petrol stations in the country mainly use the magnetic strip credit card readers.

The kiosks selling petrol for multi-national petroleum companies currently spend a fortune to maintain the system, known as the Electronic Mastercard and Visa (EMV) system.

A petrol station operator said the Government had asked all stations to fully use the EMV system by 2006, but considering the high cost of setting up the machines they have opted to only allow card swiping at the counters.

On another matter, Utusan Malaysia reported that motorists would be encouraged to switch to natural gas if there were more NGV stations.

The report said more motorists would use natural gas if specific vehicles were given subsidies to use the gas.

It said the Government should also consider the possibility of allowing motorists to refuel at home.

The report said in Argentina, for example, there were more than 1,300 refuelling stations that serviced 1.4 million NGV vehicles.

If you wish to know how the new system works, try Petronas at USJ 9. At the pump, no more swipping but you still can use your card on the new machine which requires you to insert it into a slot unit. Beware, however, if your card is bent. Mine got stuck for 30 minutes yesterday and I screamed murder until the manager explained the rationale to me.

And for the sake of better security, what is a little inconvenience?

sure it's good to prevent card fraud. But in my opinion, the purpose to implement credit card swiping at petrol station oledi fail. What we need is convinient especially when we want to pump until full tank. If really need to Q then i rather pay in cash.

Since i only use Shell and not Petronas...so just to avoid fraud..by whom? ..have to join the Q in the future..and talking about saving time. :confused:

I think it is a very stupid reason to implement such action......don't they test whether the whole idea workable first before installing all these card reader........why only after the thing "fraud" happen then only action taken....this has all the while being a bad planning by our authority.......always whenever something happen then only action taken...why not always think of the consequences ....come up with solution then only implement....another bad example by our so call intelligent government!!!! What a shame :mad:

Next year, Visa and MasterCard will introduce 3D Credit Card Payment, whereby the credit card holder needs to key-in the pin-number for the authentication besides the typical card swiping. Through this 3D method, there will be no charge-back to the Merchant if in the event the credit card is being fraud. The credit card issuer will do the authentication of pin number.

The credit card issuer must be 3D ready and the pin number will be supplied separately. Soon, I think, there will be an exercise to replace the existing credit card to 3D.

At the USJ 2 Shell station, motorists, who want to pay by credit cards for their petrol, have already swiped their cards at the pay-counter since 1 month ago.

Pertaining to the Credit Card policies, usages and procedures, they are all being defined by Visa and MasterCard. It’s nothing to do with the government or the authority. According to the statistics, Malaysia has the highest credit card fraud cases in the world.

If I’m not mistaken, the Government will only define the payment gateway channel plus some regulatory rules regarding billing kind of aspects. The respective Visa or MasterCard will dictate in defining the credit card authorization, authentication and approval processes.

In this current context of discussion, this is nothing to do with so-called ‘bad’ intelligent Government; this is something to do with ‘who is the real policy maker, whether Visa/MasterCard, bank issuer, merchant or consumer’.

Just to pass some info ..just returned from the Shell Stn and the good news is from next year there would be more attendents in all Shell stations as each one woud be carrying a mobile Cr. card swiper. So need to Q up to pay at counter. Your present Cr card can be used too.
Btw the Shell Stn at SS15 has commenced using both the swipers for the time being,not sure for the other stns.

tried this at shell usj2 & it took some time for a single transaction to go thru! better use petronas or use cash. also the bonuslink points have been decreased from 8pts for the first rm15 to 8pts for the first rm25! looks like it's petronas or bp (got competition-lah!) :D

Maybe teething problems ,anyway we will wait and see our it unfolds..worse come to worse use cash but I still use Shell :)

The reason they gave "to fight fraud at petrol kiosks"? It makes sense because swiping cards at the readers (now almost everyone is using cards) caused magnetic residue that needs frequent or regular cleaning, service & maintenance of the readers which is another cost to the kiosk operators. As long as all credit cards are using magnetic cards which need swipe magnetic readers, this is going to be a long run maintenance problem, unless banks change to proximity (contactless card readers). But then they hid the real reason and blame it on fraud because as long as magnetic cards are concerned, fraud is ever existing since frauds started with the credit cards. Change to proximity contactless credit card system? Emmm...not in near future, so we all will go back to basic in this IT era. Or what if they started to charge you 3% or 5% for paying with credit card like when you buy from many handphone sellers at Sg. Wang, Pertama, The Mall, etc, etc?

For those of you still talking of the magnetic strip, please re-read what others have said about converting to the EMV system. If anyone is interested, do check this website out - http://www.silicon-trust.com/trends/tr_emv.asp

I believe the new system is what had been implemented at all ATMs in the country, ie smart-cards using an electronic chip rather than the magnetic strip.

By the way, Giant at USJ1 already use the smart-card system for credit card payment. Next time observe how the cashier sticks the card into a slot rather than swipe. That is going to be a world-wide changeover to this technology.

If its for security sake , why not? All of us would not want to be slapped with bills not authorised by us. Like whay been said, Petronas had implemented the slot type payment. If you are worried of the q, switch lar to Petronas.

However, I forsee that in future this would be implemented at all outlets. Credit card companies has been losing lots of money in this type of transaction O.

walla! today's thesun on page 6, you can see petronas' advertorial entitled "CHIP-BASED CREDIT CARDS ACCEPTED AT PETRONAS STATIONS".

However, out of 700 stations nationwide, only 550 stations are equipped with pay-at-pump facility. So, it's petronas for fast getaway! ;)
