View Full Version : Muhyiddin's Statement On Housing Welcomed:CASSA!

14-12-2003, 04:05 PM

The Consumers Association of Subang and Shah Alam Selangor (CASSA) today welcomed the statement by the Domestic Trade and Consumer Affairs Minister, Tan Sri Muhyiddin Yassin that ‘developers should sell only completed properties to consumers so that consumers get a good deal from their sale and purchase agreement’.”

The Consumers Association of Subang and Shah Alam, Selangor (CASSA) which had launched the ‘Build & Sell Campaign’ earlier this year to garner more than 1 million signatures ( see CASSA Website) and filed several multi prong legal action against developers, professional bodies and financial instituitions in the controversial abandoned Rhythm and Newgate Avenue Service Apartment projects in Subang Jaya, cannot, but be pleased with this endorsement by the Minister.

Tan Sri Muhyiddin is certainly qualified to make the statement and observations, since, as Domestic Trade and Consumer Affairs Minister he is only too aware, of the anger and dissatisfaction, among Malaysian consumers and house buyers who after huge investments find that they have purchased properties, houses , service apartment and condominiums that are build with substandard materials, near flood prone areas, with poor workmanship, and in several cases, where after receiving more than 95 % payments, abandoning the housing and service apartment schemes.

His call to the policymakers and players in the property market to play a proactive role to fulfil the rights and interest of innocent buyers must be lauded.

CASSA calls upon the Ministry of Housing and Local Government to now take proactive steps to initiate the ‘Build and Sell’ concept without much delay.

It is time that policies that favour developers be amended and one that favours the rights and interest of Malaysian house buyers be indeed upheld.

I hope the Housing and Local Government Ministry/Minister will not sing the same song as the Developer Association that "Build and Sell" Policy will escalate the price of the houses. That's not true at all. When one works out the costs of the losses by tens of thousands of house buyers due to the hundreds of abandoned projects, it will be cheaper to buy a ready built house. At least I am assured the house is built, the quality is of acceptable standards (I won't call it good quality, as you cannot expect 5-Star quality workmanship with a negative-star renumeration paid to the unskileld labor from Indonesia and other countries due to exploitation by the developers).

I hope it is not due to conflict of political interest that the Ministry is unwilling to enforce the "Build and Sell" policy. Furthermore, don't say that serviced apartments are not covered by the Ministry's laws. Why leave these purchasers totally unprotected??!! Service apartments are bought for residential purposes, and why does the Ministry make these purchasers 10th class citizens??

Thanks Cassa. It has been quite a while since we had had the last briefing by Dr. Dato' JG on the RA/NG court cases. Is there one in the pipeline?

Thank you 'Voter' for the feedback.

Please take note that at a briefing held last, attended by the majority of the complainants , the Solicitors - AJ Arrifin, Yeo & Harpal ( Tel No: 03-21428173) had requested that all queries be handled directly by them as to centralise the 'infor-gathering and annoucement' - 'as and when', there is a new development.

And CASSA is aware that purchasers registered with CASSA have been in telephone contact with Mr. Arvinder & Mr. Jaswint Singh.

In fact, several have also visited the AJ Arrifin, Yeo & Harpal's office for private discussions and updates.

Others have called me on my private line at 012-3664444 and I have always provided updates as I receive them from our solicitors.

However, we herewith provide some general updates:

1. We are advised ALL THE SUITS ( against the developer, professional bodies and Banks) have been filed at the Kuala Lumpur High Court.

2. Mentions/Hearings on several had already started.

For details, we are instructed by the solicitors to request the CASSA REGISTERED RHYTHM/NEWGATE PURCHASERS to contact Mr. Arvinder Singh personally at the above telephone number for details.

3. CASSA will be organizing another briefing/update discussion
session for Victims in the third week in January 2004.
