How did he know that no other public listed companies interested to participate in that project without open tender? Something uncommon from DAP who used to shout for open tender for every project.

Aiseyman ... you don't read between the lines meh ... let me HIGHLIGHT for you ....

Extract .... He said an open tender system was not offered for the project as the state government wanted a reputable company to take charge. “The company has to be public-listed, so there is some sort of guarantee,” he said when asked why there was no open tender for the project.

Also he has extracted from Redtone - FREE 750 wifi hotspots ... FREE !!! ... typical CHinese "businessman", squeeze and squeeze ... no wonder, the other BhDs (public listed company) don't want to "play" .... already cannot make "commissions" , must give "FREE" some more ... :p

That means .... you know, I know, you believe or not, never mind ... like what Muhidden said .... :) (for the uninitiated, it means Lim Guan Eng wants to AVOID ANOTHER "COW" CASE in Penang, mega-projects given to people who cannot deliver but end up buying CONDOs .... ) :D :D

Yup and at the end the taxpayers end up paying for it. So many cases already. Even the case of bus companies. They wollap all the permits. buy new buses which are not suitable for our use like poor diesel quality and the buses end up being mothballed after 1 or two years. When all the seed capital is gone they ask the gomen to buy up their company for full value threaten to stop services unless they are taken over. The consolidation of these bus services were done at the expense of the established players at that time but who can say anything against the gomen's 'good' intentions'. These people pillage the companies and then they get the gomen to buy back at favourable prices. If they see the things being done to mas and misc, can you really blame the smaller players for expecting the same from the gomen.??

I read that there was a call to parties interested but in the end nobody as in a reputable company to take charge, shows up.
Maybe they see LGE no up? Or not a wise thing to get cosy with an 'opposition' state gomen during the initial years.

BTW speaking of open tender 'Why no open tender for National Feedlot Center project of RM250million' for a reputable company to take charge?

Again, this is you don't know, I don't know, talk without facts support kind of thing.....The explanation is given, believe it or not, it is up to you.

Believe it or not, you posted this about the Bangsar Cow Condo upon the questionable explanation given by Shah hubby who is the Chairman.

However, either it is the Shah, CM or the PM, it is the right thing to question - WHY? How can we accept a Moo Moo or His tory?

Open tender is one means where there is open transparency in pricing and quality for all bidders. Dont care whether it is PLC and Ah Pek companies, as long as they are competent and pricing is fair.

As far as for the cow business, the Shah family admitted they dont know anything about the business, hence they spend monies touring Australia for know how. And I am thinking loudly, why award them the job and give them monies as well?

These companies probably feel that they can get 2, 3 or 4 times the price under the bee end gomen so maybe they think its not worth their effort do do the same thing and not get paid 2,3, or 4 times the price for it.

Please don't hijack the thread to "cow" issue, unless you agree that there is no different between DAP and BN goverment. If LGE doing the same like current gov. then what's the different? You mean it is suddenly become acceptable when DAP doing the same practice?

Possible but I still think it is the FREE part that chases all of them away .... 1st phase ALL FREE .... mana boleh, got CAPEX wor, NO MONEY upfront to go "lawatan sambil belajar" ... :D :D

That means the company really must make it a SUCCESS (no halfway) or else it will "burn" all its initial investment - BIG RISK for companies used to BN style of working .... so all chickened out ...

Why do you think Penang under DAP can overturn a massive budget deficit (inherited from BN) and turn it into a surplus ? .... PRUDENCE in money management .... squeeze for the BEST DEAL in town .... seriously if I WERE a Malaysian businessman, I also don't want to go to Penang - MUST WORK HARD, NO SHORT CUT, FOLLOW RULES .... TOUGH LIFE, KENA BETUL-BETUL KERJA .... :p

"On March 19, 2008, Chief Minister Lim Guan Eng announced that the state exco had approved an open tender system for projects exceeding RM50,000. For projects between RM20,000 and RM50,000, a balloting system will be introduced and a two-week objection period would be given for both the open tender and balloting systems. " - Wikipedia on LGE

This is a timely reminder of what transparency is and good governance, against this NFC fiasco.

and thus explanation as follows:-

The Penang state government wishes to stress that we are willing to consider other listed companies on Bursa Malaysia licensed to provide ICT services, the same terms as that offered to Redtone International Bhd. In other words these listed companies must be willing to install and maintain 1,500 free wifi hotspots for all Penangites for a period of 5 years at a cost of RM8.5 million funded by the state.

As an indication of the listed company's commitment to Penang's free wifi initiative they must follow Redtone's lead in installing and maintaining the first 750 free wifi hotspot free of charge at their own cost. Then only can these listed companies qualify for the second phase to bid for the additional 750 free wifi hotspots funded in part by the state government.

The Penang PR state government regrets the irresponsible attempts by BN to confuse policy with practice by claiming that the Pg PR state government has abandoned our open tender policy. Clearly, BN is hypocritical for criticising PR for not practicing open tender when BN completely fails to do.

I wish to reiterate that the open tender policy is one of the hallmarks of Penang PR state government’s CAT governance of Competency, Accountability and Transparency. For the first time in Malaysian history Penang became the only state government to be praised by Transparency International because of our CAT governance and open tender.

Penang PR CAT governance is based on open tenders but PR is being transparent by stating that there is no open tender when only one listed company apply and qualify.

When we first approached the listed companies in Bursa Malaysia licensed to provide such services, none was interested except Redtone. To date no listed company is interested. As only Redtone qualified by complying with the first phase, it is not possible to conduct an open tender with only one company under the second phase.

...
The Penang state government is still willing to consider the same terms offered to Redtone, ALSO to other listed companies provided that like Redtone, these listed companies carry out the first phase of providing the first 750 free wifi hotspots at its own cost.

If the tender price is reasonable & within the actual estimated cost, any Tender Board has the absolute discretion & power to accept it even if there is only one tender.

Wah..Mar28 2011 news oso dig up leh....somemore post "facts" from wikipedia....which linked to Mar19 2008. Both links from the Star paper.

Facts:-
1. Tender or no tender, job given to a public listed company with expertise in the relevant field of endeavour. Ask yourself, BN got give any tender to any listed company with the necessary expertise in the past and implemented successfully?

2. Facts not disclosed: Job consists of two phases. First phase Redtone provide and maintain 750 free wifi hotspots without any funding from the state govt. Second phase, the state govt is paying 8.49 million to install (another) 750 free wifi hotspots over the next 5 years in Penang.

3. The above from your star paper leh....

3. Opinion on quoting wikipedia as basis for debate: If it is about numbers as in economic data, dates, yes can quote from wikipedia because such facts stick. If it is about news comments, I am afraid one's stance changes with time.

I am not getting into a mudslinging with you burntan. Just pointing out the facts for anyone who cares to read and understand. Or are you trolling or keeping tabs on how many are not on your side of the divide...?

Cheers!

The WiFi issue is an old issue BN cybertroopers (which now include you Burntan!) which has been used to hit at Lim Guan Eng's support for open tender. The Penang WiFi project is a project to provide free 1500 free Wifi Hotspots throughtout the islandwide state to internet users. Reasons for not using open tender were explained earlier. I am shocked and appalled that a BN cybertrooper like Burntan can quietly resurrect an issue which has already been closed to just distract people away from the oter burning issues affecting BN of today...

It is just like those who buy pirated dvd on the street, when you question him if he is doing the right thing or not, they will try all sort of ways to avoid answer you strictly. Instead they will tell you how expensive and unreasonable pricing for the original one and how poor they are.

Admit it! It is wrong. Just like I choose to jump queue whenever I can, but I will never give any excuse saying that it is the "right" thing to do and I am not wrong.

LGE said they want everything open tender, even setup a clear guideline for it, but end up he didn't follow it. It is plain "cakap tak serupa bikin", what's else?
