This is useful information from Rajiv's blog on by-law applicable to scooping after your dog's business.
This is effective as a separate thread for reference instead of its
likelyhood of getting lost amongst the many posts.

A number of residents have raised the issue of dog poop, and why doesn't MPSJ force owners of dogs to scoop after their pets when they do their "business" in public areas.


MPSJ's bylaw on dog licensing already requires this.

However, as we all know, enforcement is sorely lacking throughout MPSJ, especially in this area. You can read more about it here

imo, affected residents can supply video and pictures as evidence for MPSJ to take action.
As I had suggested, this by-law should be posted around the community so that more dog owners are aware of this rule.

Pls extend this responsibility to cats and issue of straying cats too....

Apparently there is a 22 page by-law on dog licence and poo, wonder
there is any by-laws on cats too.
Need to ask Rajiv.

My way is if they do in my compuond,i'll collect those things put on a pail with water and dilute it to pour the fella house :eek:

How to take evidence to MPSJ - dogs dont have registration plates number, woh? Owners also dont carry registration round thier neck, too. :confused: :D :confused:

Usually owners walk their dogs around the neighborhood a few streets
from their home.
So it is not too difficult to trace the house number with the dog in the house.
Or just follow the owner and dog home after they have done the "business".

There may be dogs from far away, but I don't think there will be many.
Maybe can post pics and video in this forum and ask for help to
identify the culprit.
(hopefully it is not one of this forum member's dog.)

Is dog pooh considered "haram"? If not, just pick it up, put in a plastic bag, and submit to their office. If it is "haram", they should employ suitable officers to handle it.

If you need lessons on throwing cow dung at people, I can send you a video on how the residents at Penang's "High Chapparral" i.e. Kg Buah Pala threw cow dung balls at tne developers' bulldozer and demolition team and one even hit a Silver Mercedes S-Class with number plate PG 1! LOL!

I carry 2 plastic bags each time my dog goes for a walk, and use them as required. Easy.
My blood boils when i see other dogs poop in the street, my first thought is always "Why should irresponsible dog owners cause trouble for me?".

My second thought is it could be poop from stray dogs, so until the stray dog problem is solved it would be unfair to even think about more stringent rules, dont tar every dog owner with the same brush.
Set up a hot line, ask every responsible dog owner (and non dog owner) to inform on those who fail to pick up. A dog means responsibility, so be responsible or get a fine.

Neuter stray dogs, tag them before release. In time the problem goes away.
In fact, make it LAW to neuter ALL dogs unless the owner is a REGISTERED breeder.
A neuter certificate could easily be added to the license requirements.

A dog should be a pet, perhaps a guard dog, but should not be a source of income unless the owner is a registered breeder.

My final thought on poop. What about cat poop? Cats should be included as they make just as much mess.

We laugh at the mainland Chinese. But if you sit at a bistro or any sidewalk cafes in Beijing or Shanghai, you will see every dog owner will scoop up the dog poop as soon as their pets do the bizness. I checked with locals and they say there is no legislation by the City Hall. Its been like this since the 1950s.... talking about us vs. mainland Chinese, siapa lagi civilised society? We need a 22-page legislation to tell us to do the right thingy...
