The information below is pasted from the USJ Web Forum main thread - Great Community Safety Tips - posted by tupai ("borrowed" from Joe Singh). I am reposting it here for your reading in case any of the readers missed it in the main forum.

----------------------------------

Dear Residents,

To prevent such happenings , it is good to do and have the following :

a) CCTV ( good quality cameras with audio preferred )
b) Alarms in the house
c) Inform your neighbours if no one is in ( give them your contact nos )

d) If you see any suspicious vehicle eg.,

1) Lorry, Van, any big MPV/SUV ( tinted ) parked in front of a neighbours house, hide and observe, if you see anything suspicious, call your local police station,
even if it is a false alarm, it is OK, no cop is going to penalise you , play safe rather than be sorry later. These crooks use big vehicles to block the view of houses
in front . Try not to dry your laundry in front porch as this can also be used as a cover.

e) Keep a dog if you like pets, even a small breed can make the same noise as the big fellows. If you hear a neighbour's dog barking, please come out of your
comfort zone and take the trouble to find out what is irritating the dog , a dog only barks when he see's strangers... call the police if you suspect anything fishy.

f) ACTIVATE YOUR CAR OR HOUSE ALARM if you suspect anything. Remember, these crooks do not like attention and any sound
of alarm is not a good music for them. Other neighbours can chorus on this by activating their cal alarms in unison. More noise better MAH !

g) You can also fix a siren in your home, activate it when the need arises.

Remember : Automatic gates has a wireless frequency and there is a device from China that can read your digital code and these crooks can save it
and unlock your gate . Nothing is fool proof these days.

Remember , being a busybody can make a difference in the safety of your neighbourhood without the need to take the law into your own hands
by illegaly barricading gazetted public roads. Any road tax paying motorist can take you to court and sue you for inconvenience.
This is a fact and I am only sharing the truth of the matter.

A caring neighbourhood is a safe neighbourhood. Get to know your neighbours today , invite each other for a cuppa and exchange phone nos.

Have a safe n pleasant week.

regards

1. Residents’ Association scope revised to USJ4/1 - 4/2, renamed USJ4 Aman
The initial intention for the RA to encompass USJ4/1 – 4/9 was revised to cover only USJ4/1- USJ4/2 for ease of management and administration. As it is, it was noted that USJ4/3 – 4/4 residents are beginning to set up their own association. 3. Discussion of RA constitution
Based on a sample RA constitution, Ms Tan Hwee Sia suggested a few points to be refined when establishing our own association constitution, namely
- Membership fees to be annual instead of monthly
- Election of new committee at AGM by show of hands instead of closed balloting.
En Hamid also highlighted on the need to consider clauses for membership termination to be ceased once the member is no longer a resident.
Committee members were reminded to submit copies of IC to Ms Christine Foo, Deputy Secretary assisting in the RA registration procedures. Next steps to be discussed in next meeting.

4. GnG Draft Proposal Discussion
Mr LWCheah submitted a proposal on behalf of Mr Eddie of USJ4/1A who could not attend. His concerns were noted as an implementation concern. As scheduled in the agenda for the meeting based on the last meeting minutes, Mr JSHan’s draft proposal which was circulated prior to the meeting was used as basis for discussion. After much clarification from the floor, Ms Tan Hwee Sia proposed to accept his proposal, seconded by Mr Chook. A vote took place and was agreed by all present.
The next steps are to look into the implementation part, SOP and policies, sourcing of Security companies as well as costing.

Mr Liu will assist to source for some security companies for evaluation.
Ms Tan Hwee Sia was appointed as Security Coordinator to lead in the evaluation.
Mr JSHan volunteered to come out with a draft of the SOP and policies.

Date of Notice: 22nd November 2009

Two suspicious motorcyclists were seen circling around the USJ4/1 area especially in the vicinty of USJ4/1A, USJ4/1F and USJ4/1G - seen at least twice by one of our residents on Friday.

It was noted by the resident that these two suspicious persons' behaviours are like those of people "checking out" the houses - looking left and right and slowly cruising.

So, residents of USJ4/1/-2 esp the streets mentioned above, PLEASE BE ALERT. Another resident, who is a forumer has highlighted the situation to SJAlert.

any latest updates or minutes from the last meeting?

The last 2 meetings was mainly focused on trying to get more responses for the feedback forms which had been sadly poor. :(

Furthermore, key members of the committee were not available due to work and personal commitment, hence delays in certain key action items. As it stands, the positive response rate of only 50+% will make the project difficult to implement. Thus members of the committee and street representatives are now endeavouring to work out a strategy to overcome the apathy.

No official minutes were taken as it was more of a gathering of volunteers discussing ways to overcome the apathy.

Thank you for your concern - it is most appreciated. For any further info please email usj4ra@gmail.com

well, maybe the poor response could be made better if the feedback forms were made known to the residents better. i personally had to require my street rep to make a visit to my home for the form (i was not in when the street rep made his visit down the street). and thankfully he was nice and kind enough to find time to come get the feedback form/consent. my parents who live in usj 4/1j also didn't get a visit from the street rep. now this makes me wonder how diligent are the street reps in trying to get the feedback/consent. perhaps another round or two by the street reps might bring more results.

this is just my personal feedback to the current stagnant situation. no offense is intended and the voluntary action of the committee and all personnel involved is very, very much appreciated. thank you all.

cheers

Dear Residents of USJ4/1-USJ4/2,

This post is to update you on the current progress and development of our USJ4AMAN Pro-Tem Resident Association and Guarded and Gated (G&G) Project.

1) For the month of December 2009, there will be no more meetings due to the stretch of long holiday weekends, and the majority of the committee members (volunteers) will also be busy for the festive season as well as preparing their young ones for school. Official meetings will resume in January 2010.

2) As of December 1st, 2009, the POSITIVE response rate for the G&G project is just above the 50% mark, which is not good and would be extremely costly to proceed with such low level of support. The response rate is just over 60%, again insufficient for the committee to be able to make any major DEFINITE decisions.

3) The street representatives will try over the next few weeks to discuss and persuade the non-respondents to state their positions of either YES or NO for the G&G project. It has been noted that some streets have obtained very high level of support while others are very dismal. If the situation does not improve come Jan-Feb 2010, the Pro-Tem RA may have to come up with alternative strategies or schemes.

4) The application for the ROS registration of the USJ4AMAN RA is proceeding as planned.

5) The USJ4RA Pro-tem Commitee members would like to wish ALL RESIDENTS a very MERRY XMAS and HAPPY NEW YEAR !

All enquiries please email to pro-tem secretary at: usj4ra@gmail.com

I would also like to congratulate USJ4/1 Team for coming this far. I saw that they were very organised and systematic from the beginning. Followed all the rules, got advise from others who had gone before them, got support from the leaders.

Don't lose heart with the current statistics. Everyone has to start somewhere. The others will follow when they see results. It will get better with your perseverance. Rally the reps - nothing beats going door-to-door a few rounds. The 80:20 rule will prevail.

Keep it up and Don't give up!

Date of Notice: 1st February 2010

USJ4 Aman Minutes of Meeting

Date: 30 January 2010
Time: 4:00pm – 6:00pm
Venue: S.K. Sri Selangor

Attendees: 8 members

1) GnG Status Review
As of Dec 10, 2009 and with no new updates on the flyer response since then, it was reported that overall positive responses were less than 46%. Majority did not reply back.

Due to the discouraging response and in view of the uphill task to garner support in order to move forward, it was decided that until the residents feel more ready to adopt, the present GnG project shall be put aside.

2) Tasks

a) Flyer to inform status and decision to residents
b) Letter to thank S.K. Sri Selangor for the use of its premise for the RA meetings
c) All outputs as a result of the planning of the pro-tem committee shall be uploaded onto the USJ.com.my website as reference and for reuse in case the GnG is revived; pending permission from webmaster - (Note: The webmaster has advised against that for security and safety of the USJ4/1-2 area)

3) Pro-tem Committee Dissolved
With this meeting, the pro-tem committee for USJ4RA initiated to embark on GnG was dissolved with immediate effect.

Thank you to ALL THE VOLUNTEERS.

From the ex-USJ4 AMAN Resident Association Pro-tem Committee

Date: 1st February 2010

Dear Residents of USJ4/1-USJ4/2,

CANCELATION OF G&G PROJECT AND DISSOLUTION OF THE PRO-TEM COMMITTEE.

Despite the efforts and time spent by the volunteers to promote a Guarded and Gated (G&G) project for our area, the huge percentage of non-response by the residents and the low percentage of positive support have made the project not feasible in terms of acceptance level (less than 50%) and cost of implementation.

Thus, with deep regret and disappointment, the ex-USJ4 AMAN Resident Association (USJ4RA) Pro-tem committee has decided to abandon the G&G project altogether and dissolve the committee on the 30th January 2010.

We would like to wish all of you the best in safeguarding your own individual premises. To those residents who have responded positively, we would like to thank you for your support and encouragement throughout the duration.

Information on the minutes of meetings and discussions are made available online at www.usj.com.my; under the thread name: USJ4/1-2 (AMAN) RA Community Notice Board (http://www.usj.com.my/bulletin/upload/showthread.php?t=28304 )

With best regards from,

ex-USJ4 AMAN Resident Association Pro-tem Committee (DISSOLVED on 30th January 2010)

Thank you, thank you, thank you!!

I am so happy to hear this news. At least our USJ 4/1 is back to our senses.

Thanks to everyone. Let's get back control of our own neighbourhood instead of letting foreign guards etc control us. Let us watch out for each other.

If there is a need to do night patrols, I will volunteer. I've said this openly.

Actually if you were to read carefully what was written - it is the APATHY of the residents that caused the failure of the G&G in USJ4/1-2.

As for watching out for each other and doing night patrols in the area as you suggested, based on the same APATHY level, I think you will be sadly disappointed BUT do go ahead and try to arrange one, I am sure there may be a few volunteers. (BTW, someone needs to organise whatever night patrol or safety programme for the area since the pro-tem RA has dissolved)

I have just spoken to one of the ex-RA members after reading the notices here, and he said, the APATHY and TAK-KISAH (bo-chap) level is unbelievable high, so I guess, for USJ4/1-2 residents, it is everyone for him or herself - good luck - I am going to SS19 petshop and get myself an Alsatian !! :p :)

It is not bo-chup.

We know that this form of FnG- blocking here and there - will not help in the long run. It is also not sustainable because whether the anti-FnG is in the minority or majority- eventually you will face collection problem. The legality of the FnG is also an important issue.

In the case of GnG (previously we all mix up the FnG with GnG) all put it simply- residential developments that initially came with properly gated and guarded communities (like Tropicana, Gita Bayu, Aman Suria etc) people buy homes there because they want such a security system.

Everyone bought with their eyes open. So if any purchasers/residents later say that they don't want to pay the few hundred ringgit, they are morally wrong. Some have argued that some of these landed residential developments also have internal roads that are public roads and so they do not want to pay. In such a case, I feel the residents should pay as they bought their homes knowing full well that they have to share the common facilities.

The case is totally different with townships like USJ.
So to say tidak-apa attitude is wrong.

No point discussing or counter-point anymore for USJ4/1-2 - based on what I was told by the ex-RA member on their statistics and feedbacks, it is APATHY since the majority of residents don't even bother to fill in a form saying a simple YES/NO to the idea (with no commitments). It is not wisdom or whatever legal aspect you like to believe, maybe for a few well-informed like yourself, it is just plain old fashion apathy - that was what I was told, so no need to chew me out on this. Well, time for me to move on to a more interesting and enjoyable thread - this is a closed case liow.

100% sokong. NW might work but when they strike during day time, it is back to square one. Trust me, we tried it for several years (WE had the support - 4 to 6 men every night) but then day time robbery became rampant while nights were safe...mothers and school kids coming back in the afternoon were the target...attacked with long parangs

Now we are have 24 hr security and peace of mind. Yes, it is hard to make it work, we appreciate the dedicated committee who put in time and effort to make it successful and applaud ourselves for supporting it (yeah, the same ones who did the night beat to protect our neighbourhood families). We don't even mind supporting the 10% of free loaders (who knows what difficulties they might be facing in coming up with the RM40/per month)

Each to his own. I emphatise.

I posted this in the main forum and I will repeat it here again:

KW, hope you do not mind for this post to be on the main forum for a few days. This is important information/notice for about 700 households, I was told.

I am re-posting on behalf of the ex-RA on the main forum in case there are some USJ4/1-2 residents who may miss the official notice in the G&G sub-forum - http://www.usj.com.my/bulletin/upload/showthread.php?t=28304

I can understand the frustrations.

Well at least one thing good came out of this exercise, you guys got to know a lot of other neighbours living in your area.

But why disband?? Change it to a Neighbourhood Watch Group, keep your core supporters informed with emails and information etc... besides, the situation may change.

Keep in touch with the Polis, go on patrols with them etc..

Don't let the burglars, snatch thieves, car thieves and generally BAD people win.

KW, since the USJ4 AMAN RA has dissolved and is no longer an existing entity - perhaps it is best for this thread (notice board) to be closed lest it gets hijacked with all sorts of unrelated posts.

Robert,

My neighbour and I am trying to round up some of the ex-USJ4AMAN RA that are still keen on having some form of neighbourhood community safety programmes for maybe a few streets instead of a wide area like the GnG plan - how do we go about with the NW? The NW website seems to be non-functional and KAPUT !! The latest info was like 2008 !!!

I'm an ex-committee member. I think to give a more complete picture, we must take into consideration that USJ4/1-2 is a unique area. It is probably the only area in USJ that has a row of shophouses, two petrol stations, one masjid, one huge tadika, one quite-large heavily-used padang and the whole area is adjacent to Sekolah Rendah Sri Selangor, all within an area of about 2 sq km and all those things are next to each other and there is no physical or natural separation between those things and the cluster of residences' houses, plus the fact that we are situated just off the main Persiaran Tujuan that is just before the bottleneck in SS19.

So it would have been a logistical feat to implement a GnG in this area to begin with. This could be one reason for the high percentage of "no replies" as residents ponder how it's going to work. The geography of the area makes it very difficult. That's it. Time to move on ... peacefully. Others are welcomed to start new initiatives.

Kudos to you ghkok747! Keen observation! Indeed, putting aside all other arguments about the necessity and legality of the FnG issues, USJ4/1 where I live is exactly what ghkok747 has described.

It is in military term an indefensible area- there are four through roads with many public amenities. There are also two kindergartens - including a big one (blue roof). This big kindergarten has so many kids that flashy cars (Mercs, Alphaard, BMWs) form a long queue every day just to pick up the tiny tots. Many of them come from other areas. Can you imagine when you block off the roads?!

And oh yes, although I am semi-retired, my kids are still in primary school. If USJ4/1 is blocked off (blocking the two back roads and the one leading to the shophouses) with only one narrow access road (from Persiaran Tujuan), I can't imagine the bottle neck. As it is everyday is already a bottleneck! People in frantic rush to drive in and out may just accidentally ram the guard house or the guards.
My wife and I take turns to fetch kids to Lick Hung every morning and we have to leave our house before 6.50am otherwise we can forget about reaching the school on time. The traffic outside at Persiaran Tujuan is horrendous.

This is exactly what I have been trying to say- in the haste and enthusiasm to be vigilantes and defend your so-called safety, people have become very selfish. They think everyone is for FnG.

Those who support FnG may also comprise some youngsters or retired people who may not run chores like we do. We have to fetch kids at odd hours- they study till 4pm, sometimes till 1pm.

As ghkok747 rightly pointed out there is also a fairly big mosque here. How do you control the traffic and check the people coming in and out of the mosque? An Indonesian robber (example) can pretend that he is going to the mosque for prayers etc.

USJ4/1's big playground is heavily used. It is one of the better playgrounds with many shady trees and undulating terrain that makes for a pleasant landscape. My kids and I go cycling there. We like our USJ4/1 area and that's why we have been living here since 1990.

Well SCCheah, the way I would look at this is that, despite the overwhelming geographical odds, there are people in our community who despite having to struggle with all the daily nightmares of shuttling kids to school, doing daily chores and all the other things you spoke about above and some of us even have to make our way to work to earn a living, and yet we pulled ourselves together to try to think of a way to tackle the crime situation by way of GnG. Well, the sacrifice is not as much as what Martin Luther King did for the civil rights movement but it's a lot more than what most people are willing to do. So, regardless of how you choose to look at it, that's the way I would look at it. Let's just move on ...

SCCheah
04-02-2010, 02:54 PM
Yes, move on.

Indeed, there are many people who have to do daily chores like me. So no point tormenting ourselves and others further with blocked roads etc and make our lives more miserable.

Just like illnesses, accidents, robberies etc. There's so much one can do., no point going to extremes and live like a frightened rabbit.

Now the police have got their pay rise. Let's hope they will be all out catching the criminals. There is also a nice, big police station in USJ8. The car park is really big. Such good facilities for our police. Let's see results.

Blocking roads and fencing up are not the right way to do things. Just look across our area- the dozen or so oil drums put up in the USJ2 bungalow area..just off Persiaran Tujuan.

Staying in a condo also has its problems.

The most secured (also not 100 per cent guarantee) are those upmarket landed strata developments or very high-end condos but the monthly maintenance charges are very high... some as high as RM1,000 a month!.

ghkok747
04-02-2010, 03:27 PM
Yes there are accidents, illnesses, etc in life but we don't sit back and do nothing. We buy insurance, take evasive action, fortify our health, etc. Same as the crime situation. We were trying to respond to the threat to our community. We were trying to fortify our defences via GnG. We're proud that we tried doing something. Not doing anything is cowardice. It's irresponsible to ourselves and to our community. Waiting for the police to do something is even worse - we're not getting results that's why we got together to do something.

Ok, I've got work to do, so this is my last post.

SCCheah
04-02-2010, 03:34 PM
Yes, that's what I am saying. There's so much one can do.

We buy health insurance in case we fall seriously ill.

We save money so that we can retire fairly peacefully without borrowing and kids have enough money for a decent education.

There's a famous late tycoon in Penang who is so afraid of air crash that he refused to fly.

Indeed, it's a good thing people are responding to the crime situation by thinking out ways to fight crimes. I didn't say it's wrong but do it properly.

If you have read my previous comments, instead of keeping quiet after my house was burgled, I managed to set up four backlane gates. We got almost 100 per cent support but we have to go around "begging" (3 of us) for 6 weeks. Not a word of thanks but we don't mind. Just like you...in the RA committee but after thinking it through properly you all have come to a wise decision.

Thanks kok. OK, I also got to fetch my daughter.

Sorry about the Neighbourhood Watch Website, we have some issues with the web based program that runs the NWatch Website and I never could find the time to update it because of the tech issues and my various other Community commitments. Thousand apologies.

We intend to take ownership of the website in the near future as the historial data on the website goes back quite a number of years.

Why don't you start off with gathering these ex-Aman members and setting up a Protem Neighbourhood Watch Committee, things will fall in place once this has been done.

I am not saying that it is going to be easy, it needs a lot of dedication and time.

You could well see a change in the attitude, when you go around to see the same people you saw the last time.

If you so desire, you can use the Neighbourhood Watch Logo with our blessings.

In the meantime, I will lock this thread up and you start another afresh.
