For current weather the ventilation (u mean exhaust fan thingy right?) would not do the job as it will only recirculate the warm & humid air. U need to use the air conditioner

A friend living in an apartment has both i.e. air-conditioner and ventilation fan. Fan is installed at the kitchen.

Cross-ventilation is created when the ventilation fan is powered up, merely by having all external facing doors and windows closed except those at the balcony. Cooler and fresher external air is been drawn in while the stale air inside is been forced out. Vast amount of air enters via the balcony, passes the living room and then leaves the building through the kitchen, continuously.

Sat in the living room, I could feel constant streams of cool breeze. Only the ventilation fan was switched on, air-conditioner remained off.

You get the same effect by facing your normal desktop or standing fan outwards. The ventilation fan is the same thing in different packaging. You could do this until you have installed a permanent ventilation fan.
