Buying used car - how to puspakom check?

Hi, need some advise, and hope forummers here can help..

I'm planning on buying a used car (first time), kancil as my second car from 2nd hand dealer, how do I arrange for a puspakom check? I mean will the used car dealer allow me to bring the car by myself to puspakom to check with/without any collateral? Can someone explain to me the normal procedure? :confused:

If you are buying from a second-hand dealer, it is easier to let them handle it. Otherwise you will have to drive the car there yourself (if they let you). This will a big undertaking if the car does not have valid insurance, since it is illegal to drive it on the road. The dealer will have a trade plate with temporary insurance to do it.

At Puspakom you will face numerous hurdles if you try to do it yourself without a "runner" or agent.

If the second car dealer were to do it for you, they will charge you RM 400. If you do it personally, it will take less than an hour and will cost you only RM 30. My friend did his at Puspakom Centre at Desa Tun Razak Industrial Park and it only took him only 30 minutes to complete everything. It is not correct that they worship agents or runners. In fact with the recent ACA cleanup, they felt uncomfortable dealing with them.

The reason I don't recommend Puspakom at Padang Jawa is there are hundreds of all kinds of vehicles for check up there. All people have the same mind of doing everything at one spot. You may be sitting, waiting and inching your car under the hot sun for your turn easiy 2-3 hours and not able to go to the toilet as it is a moving queue.

The whole inspection is truly in a DRIVE IN manner like buying hamburger at the McDonald Drive In. Make sure you don't queue up with those commercial vehicles or cars brought there by agents. They are one mile long. And make sure you have the Transfer Forms all done up correctly. Seller need NOT be present at all times either at Puspakom or JPJ.

Some tips and advice

1. Go after 3pm. Less cars in queue. In fact at anytime one time there are about 5-7 cars in queue and all under the roof shelter.

2. Drive car into their premise and at main gate, collect the form from man sitting at the table outside the booth and fill up the very simple form while waiting inside your car in the inspection line.

3. Just continue to drive forward to pay at counter. Inspection fees is only RM 30 for private car.

4. During inspection, they will verify Chasis number, Engine number and that it is not a Potong Saga. That's all and this takes less than 15 minutes.

5. After inspection done, drive out the car and park along the road. Ample parking under the shady trees.

6. Return and wait for your computerised report which is released very fast.

7. Go then to the nearest JPJ office which is in Padang Jawa and again since you are doing it personally, it will take less than 20 minutes.

When I bought my Camry, the owner got the certificate for me. It is easier for the owner to do that than you. In your case, the 2nd hand dealer should do it for you and should even arrange for the transfer. You do not need to do anything except supply all the documents. A good dealer will handle everything for you which is why you buy from a dealer in the first place. Otherwise you might as well buy it direct which is much cheaper.

The advantages of buying from a dealer is:

1. No paper work
2. Assured quality cars (if you buy from reputable dealers)
3. No legal problems (if you buy from reputable dealers)

Couple of my good friends are car dealers and they only sell quality cars like accident free, major parts repaired or replaced if necessary, new paintwork, and definitely no half-cut car.

I see... thank you for all your advise. At least now I'm armed with some info, if not, I would have believed everything the dealer says.

Will let all know the outcome when I visit the dealers around (and hopefully nail down on the kancil I like), and ask if they will bring the car to puspakom to get it certified; only for a small fee or free, of course. I believe now it's a buyer's market, second-hand car market not so good. :) Dealers would be glad to get rid of car from their stock.

Alan, if they are going to charge me RM400, I would rather do it myself too, only if I really like that car, but now, it's not like a must or urgent to get it. If the price is right, the car is right, then I'll get it. Thanks for the detailed steps!

Which Kancil model are you buying? I suggest that you do not buy the 660cc model. Pay a bit more and get the 800cc. And get the newer model where the air con vent is nearer to the passenger and driver. The earlier model has the air con vent near the windscreen and thus the air con is not cold. I am planning to get rid of my 660cc after I collect the second RM625 next year and will opt for the 800cc for the same reason. My son is complaining of the air con.

The other thing to watch for is the clutch. Kancil is a very good car and I do not have any problems with it but replacing the clutch plate was very expensive (mine is a manual.) So make sure it is in good condition.

Which Kancil model are you buying?

Well, with my super low budget I don't think I have much of a choice :D ? I only want kancil to travel to work from usj to cyberjaya. 95% of the time I'll be the only one in the car, my main objective is to save petrol and maintenance cost. So with that budget, I'm looking at either a 2002/2003 Kancil 660 - new facelift (M) or 2000/2001 Kancil 850 (M) old face.

I have a 1.7 cc car but it's not worth paying for the petrol/maintenance. The car is eating more than what I spend for breakfast, lunch and dinner :(

Since u buying from 2nd dealer, i dun think u can do DIY at Puspakom cos the car cant be transfer to u except the car pass the puspakom test.

So do u think car dealer will let u bring the car out which still not owned by u yet & just in case accident happen, who need responsible ??

I also bought 2nd hand car from 2nd dealer & they did all for me but i cant remember how much i pay for all..
