View Full Version : Demystifying Post Secondary Education Options

I have been spending some time going through the recently adopted Malaysian Qualifications Framework (MQF) to write a short article on Wikipedia (http://en.wikipedia.org/wiki/Malaysian_Qualifications_Framework) about it. I thought that some of the stuff that I gleaned from it would be useful to share.

The MQF is a unified system of post secondary qualifications offered on a national basis in Malaysia. It is administered by the Malaysian Qualifications Agency (MQA), a statutory body under the purview of the Ministry of Higher Education.

The MQF basically determines the linkages between the various post secondary qualifications provided in Malaysia (both from the public and private education sectors) and how one qualification articulates to another. Note that university preparatory courses (ie. STPM, A-Levels, Matriculation and Foundation programmes) do not fall within the purview of the MQF.

The framework divides all qualifications into three sectors, roughly correlating with the type of institution offer the courses:


Skills Sector
- Institutions include MOHE administered Community Colleges and Polytechnics as well as accredited private providers


Vocational and Technical Sector
- Institutions include MOHE administered Community Colleges and Polytechnics, a few public universities, as well as accredited private providers


Higher Education Sector
- Institutions are usually public universities, as well as accredited private providers

If you are familiar with other Commonwealth system, the first 2 sectors would roughtly correlate with the UK's Further Education sector or Australia's TAFE sector.

Accreditors include the Malaysian Qualifications Agency (http://www.mqa.gov.my) (formerly Lembaga Akreditasi Negara), and the Department of Skills Development (http://www.dsd.gov.my) under the Ministry of Higher Education and Ministry of Human Development respectively.

The qualification levels as per the MQF are as follows :


Certificate



Skills Certificate Level 1-3 (known as the Sijil Kemahiran Malaysia or the SKM), Vocational and Technical Certificate, and higher education sector Certificates (usually academic orientated disciplines)


Entry level requirements are usually SPM although the SKM does have a framework for the recognition of prior learning either by experience or by formal training.



Diploma
Skills Diploma (Diploma Kemahiran Malaysia), Vocational and Technical Diplomas, and higher education sector Diplomas


Advanced Diploma
Skills Advanced Diploma (Diploma Lanjutan Kemahiran Malaysia), Vocational and Technical Advanced Diplomas, and higher education sector Advanced Diplomas


Degrees
Bachelor's, Master's and Doctoral degrees from the higher education sector

Lifelong Education pathways also allow for the accreditation of previous professional as well as formal training experience to qualify for qualifications at various levels; ie. Advanced Diploma, Graduate Certificate & Diploma (Bachelor's equivalent), and Postgraduate Certificate & Diploma (Master's equivalent).
