How to transfer ownership of number plate?

As the question title goes, if my friend would want to sell her number plate to others, what are the procedures? For example, a proton wira transfer number plate to another car? after transfer of number plate, the proton wira can have a new registration number (number plate)?

Eerr...not too sure abt this...but years ago my brother trying to transfer his old car plate to new car, JPJ told him it's not possible unless he buys a new vehicle (motorcycle or car) and then swap the car plates of the two...

she can buy a new bike, swap the plates (as long as both are in the same name), sell the bike (and number) who then must transfer it to a new/pre-registered car.
