Road Tax: Chan Kong Choy say can claim back

Hey,
Heard over the radio when new tax rate was announce that we could claim
back if we have paid out our road tax, but only 2007 one.
Am I hearing correctly, if so, how to claim?

You need to go to the JPJ center, bring along original receipt and car title and 2 forms.
