Private Healthcare Regulation 2006 - Which Fee Schedule to be used ?

Fee Schedule 5th Edition under the latest Private Healthcare Regulation 2006 was release at middle this year.The Fee Schedule is use as a guildlines for doctors and hospitals when issue medical treatment bill to the patients.

Some insurance companies still using Fee Schedule 4th Edition when determine the claim amount .

May I know what is the major different between 4th and 5th Edition (from consumer or patient's point of view) ?
