Be harsh with bond breakers

AFTER reading your report, "PSD refers 44 medical graduates abroad to A-G" (The Star, Dec 16), I was not surprised to learn that all these Public Service Department scholars failed to return after graduation.

I have come across many PSD scholars who stayed back in the United States to work after they graduated.

I wonder if the Government or PSD is doing enough to make sure that these scholars return to contribute to the country's economic and social development.

I have the least respect for scholars who break their scholarship bonds. They do not show gratitude to the Government and taxpayers who gave them a valuable opportunity to study abroad.

Perhaps these scholarships were awarded to the “wrong” students? These students might have excellent grades, but what about their attitude and personality?

Breaking the bond and not showing their gratitude speak a lot about their personality.

Maybe our Government or PSD should learn from our neighbour, Singapore.

PSD scholars in Singapore must return after graduation. Otherwise, their families will have to pay back all the tuition fees and expenses.

They will also be sent to prison if they ever do return to visit several years later after breaking the bond. I personally have not heard of any Singaporean scholars breaking the bond, but it appears to be prevalent among many Malaysian scholars.

I hope the Government or PSD will take drastic action against these bond breakers. They are the brightest people who are supposed to lead our country towards prosperity.

This could be a serious brain drain to our country in the long run.

A total of 264 medical graduates have failed to return after completing their studies.

Mohd Johari said government-sponsored students who failed to return must pay back the costs incurred, which included study fees, allowances and flight tickets.

Previously, in 2003, such graduates would have been fined RM160,000, but now they have to pay all the costs, which in the case of those who studied in Ireland amount to almost RM1mil per student. – Bernama

Err...there is no end to them talking only...it's an endless cycle of shame... (http://www.usj.com.my/bulletin/upload/showthread.php?t=10249) even if tomorrow would be a general election day...majority of people would still go to the polls...n cast the same votes only... :o

The first step PSD can do is to publish all the names who had been given scholarships and yet to return. Same case as PTPTN, publish the names of the borrowers in the newspapers just as the national service did . Will be a big surprise for every one to see that it may turn out some rich millionaires children are among the reciepients. hahahaha :p :p :p

Simple solution
1) Gazette it in the law to imprison people who do not repay the loans.
2) Blacklist them so they will not be able to apply for loans from commmercial banks and credit cards, etc.
3) Blacklist them at the immigration so cannot apply for passport.
4) Make sure guarantors are appointed e.g. relatives and family and declare them bankrupt if loans not repaid...

I wonder why is this so difficult to follow, if commercial banks can recover their bad loans...or is this done on purpose...the gahmen has been dragging her feet too long on this already?!

simple....its race agenda.

If we were to follow s'pore by putting loan defaulters in jail, we will need to build a helluvva lot of jails....and increasing occupancy rate in jails isn't on the agenda.

BTW...some are over 40+ years of age...!!?? :mad:
